Montgomery County Department of Recreation is a nationally recognized and award-winning agency with a mission to provide high quality, diverse, and accessible community-based programs, activities, and services that serve the recreation and leisure needs of the Montgomery County community. The department manages 39 facilities including recreation centers, senior centers, and indoor and outdoor aquatic facilities and provides thousands of programs such as out-of-school activities, aquatics, classes, youth and adult sports programs and leagues, senior programs, and therapeutic recreation.

WHO WE ARE LOOKING FOR

We are seeking a highly motivated and experienced Youth Development Program Manager (Program Manager II), whose leadership, innovation and knowledge can be demonstrated in a wide range of services on the Youth Development team and to support the department’s mission. The Program Manager II is responsible for assisting the Youth Development Manager with providing administrative and management oversight to Out of School Time programs for youth. This position will supervise staff in the development and management of programs, special events and partnerships, fiscal oversight, contract monitoring and customer service.

What You'll Be Doing

The Program Manager II is a key member of the leadership team and under the direction of the Youth Development Manager, will be responsible for supervising and maintaining the stability of career and seasonal staff by modeling desired behaviors through consistent and positive work ethic; by providing direction and guidance to employees through clear articulation of performance expectations, policies and procedures, work plans, program goals and related services; and by advocating on behalf of the management team.

Key responsibilities of this leadership position include:

  • Youth Programs Administration & Leadership – Assist the Manager III with management and administrative oversight of Youth Development program operations and partnerships within assigned area of responsibility.This includes strategic program development, outcome setting and planning; collaboration and coordination with program partners and stakeholders; completing program quality assessments and regular program monitoring; and budget monitoring
  • Contract Monitoring & Compliance – Providing high level support and monitoring contract agreements to ensure compliance with State, County and Department policies, goals and objectives. This includes on-site contract monitoring; review and approval of monthly invoice submissions; ensuring background clearance compliance and creating resource documents for contractors and staff
  • Staff Leadership & Supervision – Providing supervision, coaching, training, policy direction and performance management to career and seasonal employees, contractors and volunteers. This includes interviewing and making recommendations for hire, scheduling andassigning of work, leading staff meetings and trainings,initiating recognition and disciplinary actions, approving conducting performance evaluation plans and feedback and supporting employee growth and development
  • Customer Service – Providing high quality customer service. This includes supporting customer inquiry and conflicts, community engagement and outreach, translating survey and needs assessment data into actionable change for improved performance and customer satisfaction, supporting marketing, preparingboth written and oral presentations and representing the department
  • Program Partner Coordination & Liaison –This includes collaboration and coordination with internal and external program partners and stakeholders; meeting with community groups to identify needs; acting as Department liaison to other County Departments and outside organizations

The ideal candidate will have:

  • Strong leadership and decision-making skills in a public sector or large organizational environment.
  • Demonstrated experience managing youth development programs and events
  • Excellent communication, organizational, and problem-solving skills
  • A collaborative and resourceful mindset with the ability to manage competing priorities effectively
  • Experience delivering professional presentations for Senior Leadership, Elected Officials or other high level representatives

Additional Information

  • This position WILL require work beyond the typical 40 hours and during non-traditional hours to include early mornings, evenings, weekends, holidays, and in varying environments; and MAY require work that involves physical demands, occasionally working outdoors in varying weather and extreme temperatures; and the ability to attend meetings or perform work at locations outside of an assigned facility.
  • The Program Manager II is required to have availability to respond to general information requests from the Manager or Director's Office outside of regularly scheduled work hours.
  • This position is considered "Essential" and must be available to respond to and handle emergencies during working and non-working hours and must report to work during a period of general emergency or liberal leave.
  • As a member of a front-facing Department Leadership team this position will be required to be onsite daily with situational telework opportunities occasionally.
  • Selected candidates will be required to complete a background investigation and medical history review.

Minimum Qualifications

  • Experience: Thorough five (5) years professional experience in a program/specialization area directly related to the assignment of the position. Supervisory experience may be required, depending upon the position assignment
  • Education: Graduation from an accredited college or university with a Bachelor's Degree.
  • Equivalency: An equivalent combination of education and experience may be substituted.

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  1. Experience applying theories, principles, and practices common in positive youth development to plan, develop and implement recreation activities, programs, leagues and large scale events for young people from childhood through late adolescence as well as youth volunteer and workforce development program.
  2. Experience supervising, training and evaluating subordinate staff and/or volunteers, establish clear and concise work assignments, performance measures and provide feedback.
  3. Experience evaluating and conducting program analysis for programs, activities and events that result in actionable recommendations and program adjustment.
  4. Experience developing and managing program or activity budgets to support the Department’s priorities and ensure best use of Department resources.
  5. Experience providing professional written and oral communications such as drafting memos, preparing reports, and delivering presentations.
  6. Experience working in Microsoft Office 365, VSI Recreation Registration/Activities Management software, Oracle and/or similar relational database system

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
