Job Title : Information Technology and Emergency Telecommunication Officer 

Duration : 1 year (renewable) 

Post Grade : NOA 

Duty Station : Accra 

JOB PURPOSE: 

To deliver efficient and effective Information Technology (IT) and Emergency Telecommunications (ET) services, contributing to sound, innovative solutions that enables achieving the country strategic plan and support staff to deliver operational targets. This position operates under minimal supervision, and is responsible for a broad range of daily activities, analytics and delivery of technical support by modifying existing systems, and resolving technical IT/TC issues/problems. The position also develops and/or support the usage of systems and applications, data and database, and provides guidance and technical support to junior staff to ensure the organisation’s programme delivery.

MAJOR DUTIES AND RESPONSIBILITIES

Under the direct supervision of Head of Support Services, and in close collaboration with the Outcome Manager for Crisis Response, and the overall supervision of the Country Director, the IT/ET Officer will be responsible for the following duties.

  1. Function as Head of Information Technology (IT) and Emergency Telecommunication (ET) team, overseeing and supporting IT/ET staff in the field offices in Tamale, Bolgatanga, and Accra (Country Office and UNHRD). Guide and supervise junior IT/ET staff, acting as a point of referral and supporting them with more complex analysis and queries.
  2. Coordinate development of plans and budgets and manage the deployment of IT/ET systems aligned with business needs, in accordance with WFP corporate standards whilst ensuring business continuity in times of crisis.
  3. Ensure monitoring and maintain IT/ET systems and networks, data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
  4. Ensure installation and configuration of new computer hardware for improving and upgrading system performance; and support technology upgrades as may be required.
  5. Ensure assessment and identification of IT/ET needs and contribute to development of technical specifications and tender documents that support the procurement of IT/ET equipment and services at minimum cost, and in line with WFP standards and guidance.
  6. Ensure collation and analysis of data to contribute to the preparation of accurate reports on IT/ET activities, investments, and costs, and identify opportunities for increased cost-efficiencies where possible.
  7. Ensuring compliance with WFP IT/ET standard operating procedures, policies, procedure, systems and tools; including issues related to cyber security.
  8. Contribute to the capability building of staff through the review and/or design of appropriate training programs aimed at developing skills/knowledge in IT and Telecommunications.
  9. Maintain and develop technical expertise and understanding of industry developments; and provide advice to managers and users, understanding and resolving issues;
  10. Ensure coordination with other UN agencies to align activities and maximise possibilities of inter-agency collaboration in the field of IT and ET.
  11. Interact effectively with internal and external colleagues and user groups to understand their needs and provide appropriate technical support.
  12. Participate in IT/ET risk assessment, follow standard emergency preparedness and contingency planning practices to ensure WFP is able to maintain basic IT/ET services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  13. Promote strong collaboration among technology stakeholders through the IT/ET working to enhance coordination and support national disaster risk management.
  14. Facilitate resilient IT/ET infrastructure capacity in disaster risk reduction among national stakeholders. 
  15. Coordinate with respective Units focal persons in developing technology supported climate-change adaptation initiatives to enhance safe efficient energy and environment.
  16. Actively participate and contribute to the preparation of emergency preparedness and response plans and ensure delivery of IT/ET resources required at the onset of an emergency.
  17. Perform any other duties as may be provided by Supervisors from time to time.

Minimum Academic Qualifications Guide

Master’s degree or Bachelor’s degree in Computer Science or related field as advertised.

Desired Experiences for entry into the role:

  • A minimum of (1) year post-graduate professional relevant experience or first degree with 3 years’ professional relevant experience in computer science or related field as advertised.
  • Has coordinated, managed, and led small or medium teams at the Country Office/Sub- Office.
  • Has experience in coordinating and/or working with stakeholders (Government, UN, NGO) working IT/TEC working group.
  • Has assisted in establishing standards and protocols for service excellence within IT/ET domain.
  • Has successfully performed installation or testing of new hardware for improving or upgrading systems performance.
  • Has proven experience analysing service management results and developing service enhancement recommendations.
  • Has keen ground-level experience implementing IT and telecoms systems in emergencies.

Language: Fluency in English language is essential. Knowledge of local languages is added advantage.
