The State of New Hampshire, Bureau of Child Development has a full time vacancy for : Bureau Chief .

SUMMARY: Provides strategic leadership, programmatic oversight, management and operational direction for agency-wide programs and staff of the NH Bureau of Child Development and Head Start Collaboration (BCDHSC) under the Department’s Division of Economic Stability, with overall responsibility for directing all aspects of program operations, management, administration and service delivery to achieve the mission of the agency and fulfill mandated responsibilities under the Child Care and Development Block Grant Act and 45 CFR 98 Child Care and Development Fund.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS: Education: Master’s degree from a recognized college or university with a major study in public administration, or administration in early childhood development or education.

Experience: Eight years’ experience in public policy administration and/or management work, preferably related to child development or early childhood education. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: Valid driver's license and/or access to transportation for use in statewide travel.

RESPONSIBILITIES:

  • Advises the Director and Deputy Director, Division for Economic Stability, and state office staff on financial requirements, budget preparation, fiscal procedures and associated administrative matters.
  • Ensures the integrity and efficacy of all aspects of Bureau operations including Department budgeting and financial activities; oversight and planning of Child Care and Development Funds; utilization of resources; contract administration; compliance with state and federal policy; federal and state reporting; and adherence to Department policies and established quality standards of operation. Develops, implements, and evaluates monitoring tools and procedures to assure contractor compliance.
  • Authorizes the development, implementation and coordination of short and long-range goals, cross-division and cross-state agency initiatives, policy and procedure, and required corrective action strategies, including coordination and planning with DHHS business partners on program implementation and procedures in response to quality reviews and/or audit findings, to ensure Bureau and program goals and objectives are achieved.
  • Develops, implements and evaluates the Child Care and Development Fund Federal Plan regarding the child care scholarship program and statewide child care program quality improvement to comply with Federal regulations.
  • Develops, implements, manages and evaluates early childhood related initiatives, including the child care quality rating and improvement system administered through the Bureau.
  • Analyzes, interprets and integrates programmatic, regulatory, financial and outcome data and metrics to inform planning efforts and decision-making. Reviews reports and management data for appropriate and fiscally sound use of agency resources and allocations, including the Child Care and Development Fund.
  • Oversees and delegates the acquisition, preparation and submission of federal, and private foundation grant proposals to enhance program delivery and administration.
  • Represents the Department of Health and Human Services, specifically the Bureau of Child Development and Head Start Collaboration at legislative hearings, listening sessions, program stakeholder meetings and other public forums. Engages stakeholders through the state’s Child Care Advisory Council in accordance with state law, RSA 126-A:17.
  • Confers with administrators, directors, and public officials in matters concerning program, fiscal and other administrative operations, such as legislative committees, advisory boards, and other publicly appointed officials. Interacts with federal Office of Child Care (OCC) staff. Convenes and works with Department information technology staff to review and discuss data reporting and with Department financial staff to ensure the accurate reporting of quality funds expended.
  • Collaborates with staff from New Hampshire Education Department regarding early care and education programs including prekindergarten programs, developing and aligning early learning and development guidelines, and coordinating services provided under the Individuals with Disabilities Education Act (IDEA) Part B and C, for children with special needs,
  • Participates in development, implementation and evaluation of multi-disciplinary early childhood initiatives that include other Department of Health and Human Services programs, New Hampshire Education Department programs and community stakeholders that improve child care quality and early childhood programs in New Hampshire.
  • Manages and supervises subordinate staff with overall accountability for all aspects of personnel management including performance management, performance appraisal, professional development, disciplinary actions, and hiring personnel. Administers personnel matters for the Bureau and works collaboratively with Human Resources to implement HR policies and plans and to address position management, workforce development and resource needs.
