Salary Range: $140,000 - $170,000 and bonus potential

Your Role:

The Senior Director of State Operations, ensures the effective leadership, direction and direct administration of operations Clarvida Operations in California. This position is accountable for the outcomes of Clarvida programs to ensure efficient, high quality, coordinated, client-focused care. The Senior Director, State Operations leads: Directors, Regional Directors, Program Directors, Office Managers of program operations representing key specialties and programs. This individual works with cross functional teams of Finance, Compliance, Human Resources, Revenue Cycle, Clinical specialties, and planning and strategy experts to develop and execute specific program alignment as part of the sustainment and growth strategies for the California market. The Senior Director of State Operations is a key member of the Clarvida California Executive Leadership Team.

The position will also provide leadership and oversight for other initiatives as requested by Leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide overall direction and leadership to program offices to ensure daily operations.
  • Assure compliance with the laws, rules and standards of regulatory bodies and accreditation agencies.
  • Responsible for program operations including workforce strategies, budgeting, access, financial performance, achievement of service metrics, and management of teams and deliverables.
  • Drive program outcomes to meet the KPI’s of the county requirements and Clarvida goals.
  • Work with local and regional teams across counties to identify and scope appropriate growth opportunities.
  • Direct various projects related to growth, service and operational excellence.
  • Provide relevant operational feedback to and from therapists, case managers, program leadership and staff involved in operations and programs; recommend and influence strategic and tactical programs.
  • Guide and support regional and program leadership in developing goals and annual operating budgets for assigned clinics and ensures that individual clinics are operating within budget guidelines and are meeting stated quality and productivity objectives.
  • Participate in budget/space/capital planning related to programs. Monitors metrics including revenue, payor mix, productivity and expenditures.
  • Work with regional and state leadership to lead the standardization and implementation of efficient processes and implement new business initiatives.
  • Maintain updated knowledge on all current contractual obligations and standards.
  • Financial oversight of key contracts and cost-containment initiatives.
  • Develop payer strategy and revenue optimization opportunities.
  • Cross-functional collaboration with RCM, accounting, FPA, and billing to support projections, MEC, and other financial initiatives.
  • Provide financial oversight, including budget management, forecasting, cost analysis, and operational efficiency initiatives.
  • Collaborate with executive director and regional/clinical leadership to identify and implement growth strategies that increase access to care and improve service delivery (new and existing business, support RFP process).
  • Collaborate with executive director and regional directors on payer engagement strategies and contract negotiations to optimize reimbursement and sustain program viability.
  • Monitor key performance indicators (KPIs) and produce actionable insights to support data-driven decision-making.
  • Compile and analyze financial and clinical information to assist in operations and reconciliation, including but not limited to, analysis and reconciliation of enrollment, state & member funding, claims payments and other key data points.
  • Prepare integrated financial analysis and reports to management on a timely and accurate basis, including trend identification.
  • Conduct financial and business-related analyses and research including the preparation of forecasts and/or analysis of trends.

REQUIRED EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in Business, Healthcare Administration or related field.
  • Minimum of six (6) years’ management experience: experience in progressively responsible roles with demonstrated leadership experience and strong project/change management skills (preferably within Healthcare).
  • Minimum of three (3) years’ active experience working in a large matrixed organization including experience with operations, finance, quality, risk and business growth and development.
  • Experience in building new business, developing and managing people and teams, designing and/or re-inventing systems and structures and aligning teams and individuals around priorities.
  • Experience with developing and monitoring financial and operational accountability and reporting systems.

WORK ENVIRONMENT

  • Hybrid position.

TRAVEL

  • Will require off-site travel 20% - local and out of state (meeting, county and/or client needs).
    • Will use personal car or vehicle as required for travel and/or conduct / attend meeting and/or trainings off-site.

PREFERRED EDUCATION AND EXPERIENCE

  • Master’s degree in Business Administration, Healthcare Administration or related field, preferred.

Responsible for determining plans for clients, reacting decisively in emergency situations and crisis intervention. Escalate issues as appropriate.

  • Decision Making Responsibilities
  • Need to be able to identify clients who need immediate assistance due to seriousness and chronic nature of illness. Identifies problems and offers constructive suggestions for corrective action.

May act as a lead person in handling a crisis situation and handle on-call. Brings policy, procedure and daily operations systems concerns to management. Brings clinical concerns to Clinical Supervisor and/or Clinical Manager.

ADDITIONAL ELIGIBILITY QUALIFICATIONS

  • Operational understanding and effectiveness. Skilled in identifying areas of improvement as well as recommendation and implementation of effective work flows.
  • Strong business acumen, including expertise in Revenue Management Cycle, Finance, and Budgeting.
  • Sufficiently fluent in the English language to satisfactorily perform the essential functions of the position.
    • The degree of fluency required will vary depending upon the nature of the position.
  • Ability to lead and manage complex projects with diverse departments.
  • Strong interpersonal skills, ability to lead and direct the work of others, excellent written and verbal communication skills and intermediate PC skills required.
  • Ability to work with and develop relationships with vendors, property managers, funders and other service providers.
  • Experience with hiring, training and supervision of staff.
  • Demonstrated ability to identify and work with staff’s strengths and weaknesses.
  • Working knowledge of the duties and responsibilities of regional staff and programs.
  • Create personal, professional and team goals, objectives and development.
  • Participate in strategic planning.
  • Ability to work independently.
  • Ability to make appropriate business decisions regarding budgets, expenses and delivery of services.
  • Ability to make decisions without close supervision.
