ORGANIZATIONAL SUMMARY:

The University Controller's Office, led by the Associate Vice President/Controller, is primarily responsible for safeguarding university wide institutional resources and provides accounting, analytical and operational financial support for the instructional, research and service missions of USF, while ensuring compliance with all Federal, State, and regulatory financial guidelines.

The UCO consists of Accounting and Reporting Services (General Accounting, Financial Reporting, Research Cash Management, Asset Management, and Construction Accounting); Student Financial Services (Cashier's Office, Student Accounting & Customer Service, and Accounts Receivable); and the Office of Budget and Financial Analysis. All of the groups in this division have unique and collaborative missions including State University System financial and budget reporting, internal reporting and analysis, financial and management systems support, as well as business decision support.

This office coordinates university budgeting, internal management reporting and delivers critical information to guide financial planning and strategic decision making, thereby supporting the University's goals of excellence and financial stability.

POSITION SUMMARY:

Responsible for the management of the General Accounting unit within the University Controller's Office. Administers the University's banking program and provides accounting oversight for the numerous system interface activities into the University's general ledger. Supervise 1 Accounting Manager and 6 Staff Accountants whose primary responsibilities include processing wire transfers through our banking system and daily journal activity into the PeopleSoft financial system as well as reconciling all University asset and liability accounts. Oversees menchant services and the PCI compliance program for the University. Acts as liaison between bank personnel and various University departments to coordinate and evaluate banking services required by the University. Oversight of Asset Management.

SPECIAL REQUIREMENTS:

This position is designated as Essential Personnel by the University and may be required to report for work in an emergency situation, including, but not limited to: on-campus events, inclement weather, natural disaster, or national emergency.

RESPONSIBILITIES:

Oversees the university-wide accounting activities for intermodule reconciliations, interdepartmental billings, cash audit functions, sales tax reporting, electronic fund transfer processes, asset management and the non-payroll expenditure transfer process. Resolves general accounting related issues with the University community.

Oversees financial administration of banking and cash management. This includes the reconciliation of University bank accounts and the preparation of cash management reports for the USF Office of the Treasurer. Acts as liaison between bank personnel and various University departments. Includes review, analysis, and recording of all banking and credit card fees charged to the University.

Supervises General Accounting and Asset Management staff which includes six Staff Accountants and one Accounting Manager.

Works with various internal and external auditors for audits conducted at the University.

Initiates and recommends policies and procedures on fiscal and accounting matters. Interprets policies, State and Federal laws, rules and regulations for general accounting functions operating at all levels of the University.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

Bachelor's Degree in Accounting, Finance, Business or other directly related field and five years of professional accounting experience; or, a Master's degree in same and 3 years of qualifying experience.

PREFERRED:

Bachelor's Degree in Accounting; CPA; experience in governmental/university accounting; knowledge of banking systems; and supervisory experience.
