HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

Your Impact:

The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability provides support services to the Division of Housing Opportunity, Division of Tenant and Owner Resources, the Division of Housing Stability, and the Division of Policy and Program Innovation. BPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support. The Division also manage the Housing Quality Enforcement and related inspection functions for the Office. In addition, the BPO team coordinates technology initiatives and analytics across the Office in coordination with key technology stakeholders across the agency, providing support on key systems to internal and external stakeholders.

Your Role:

The Program Strategy and Analytics (PSA) unit of BPO is looking for a self-starting and collaborative Business Analyst to join the HAS team. The PSA Business Analyst will be responsible for engaging with HAS stakeholders to understand their business challenges and translate those needs for the development of technology solutions. The HPD Technology Division and vendors will be responsible for developing and maintaining technology and applications. The role requires a balance between data savvy and communications finesse to work with the broad spectrum of stakeholders. Working under the Deputy Director, you will be integral in shaping technology solutions for HAS.

Your Responsibilities:

The PSA Business Analyst will:

Data Analytics:

  • Support ongoing maintenance and transition of reporting and data solutions, including MS Access databases.
  • Utilize SQL, Power BI, Oracle Analytics, MS Access and/or other tools to extract, manipulate, and analyze large datasets from various databases, ensuring accurate and timely information for business decision-making and reporting.
  • Assist with the development and maintenance of the Office’s data repository and ensure successful data gathering and validating the accuracy of the data prior to publication of reports.
  • Develop and maintain tracking reports and dashboards that monitor KPIs, create forecast models, timelines, and performance metrics.

Requirements Gathering:

  • Facilitate and participate in meetings with multiple internal and external stakeholders to gather requirements, provide ongoing updates, and ensure business needs are met.
  • Capture business requirements and translate to technical requirements.
  • Ensure project priorities are tracked and clearly communicated and understood.
  • Interface with technology providers to address problems and support developing and executing test plans.
  • Conduct user acceptance testing.
  • Support project management efforts of implementing new systems.
  • Establish, maintain, track, and monitor project plans and assignments to ensure that project timelines are followed from conception to delivery.

Users/operations:

  • Address system user support requests.
  • Lead discussions concerning business requirements with the business and technology teams.
  • Create workflows and identify opportunities to improve HAS systems and business processes and help drive solutions.
  • Develop an in-depth knowledge of HAS business operations and work with stakeholders to design new processes that achieves strategic goals. Represent business stakeholders as a subject matter expert in technical discussions.
  • Must be able to convey requirements to technology staff through process flows, user stories, and use cases.
  • Coordinate with other business analysts and project managers to ensure integration of technical solutions.

Qualifications:

  • 5+ years of experience in gathering requirements, business analysis, use cases and creating functional requirements documents.
  • 5+ years of experience coordinating and supporting IT business processes.
  • 3+ years of experience in database analysis and validation.
  • 3+ Experience writing test cases/perform functional and acceptance testing.

  • Only permanent Computer Associates (Software) or applicants who are reachable on the Computer Associate (Software) open competitive list will be considered.

COMPUTER ASSOC (SOFTWARE) - 13631

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or

3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
