Background:
The consultant(s) will:
Provide Strategic HR support to East and Southern Africa Country Office teams, across a range of different HR Business Processes, ranging from recruitment, Organizational Design and Change Management, career coaching and capacity assessments.
The consultant will act as an agent of change and facilitate the change management process for various Country Offices.
Provide effective communication to relevant stakeholders throughout the realignment implementation process in collaboration with the Advisory Panel;
Lead and coordinate the recruitment, selection and separation processes of the realignment implementation;
Facilitate the Advisory Panel for the realignment implementation.

1. Organizational Design:
The consultancy will cover the different areas of HR business processes that include but are not limited to recruitment and selection, end-to-end organizational design, and change management processes including realignment/restructuring support, staff development and career coaching and reporting. Specifically, the consultant will:
2. Organizational Restructuring Implementation:
Lead and oversee the recruitment, selection and separation processes relating to the change management exercise. Specifically, s/he is responsible for the following:
Duration and Working Schedule:
A maximum of 8 -11 months; as per the working schedule of each Country Office - no more than 40 days per Country Office.
The estimated schedule for each CO realignment is below (more details to follow upon contracting):
1. Inception Meetings with ESARO and Advisory Panel and documents review
2. Development of JDs for Classification and preparation for the Internal Jobs Fair
3. Implementation and Completion of Internal Jobs Fair
4. Final Report and Initiation of External Recruitment.
The IC payments will be based on the above deliverables, which will be informed by the number of working days worked to deliver each work output area.
The place where services are to be delivered:
The assignment will be both in-country and remote, where deemed necessary. The IC will be required to travel to the relevant CO for a part of the assignment duration, which will be agreed upon between all parties.
Expected travel:
The consultant will be required to travel to the Country Offices and the travel schedule will be agreed upon with the CO and the Regional HR Team.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The assignment is for a period between 1 August 2025 to 30 June 2026. The work will be delivered in-person and electronically. The delivery dates will be based on the work plan dates agreed for each CO.
Monitoring and progress control, including reporting requirements:
Regular briefing meetings with the Advisory Panel, other Senior Managers in the CO and the Regional Office.
Regular consultation with the RO HR Team.
Reports and all other documentation related to each realignment process to be uploaded on a shared drive.
Required Qualifications and Experience:

Education:
An advanced degree (Master's) in Human Resources, Business Administration, Psychology, Training, Organisational Development, Public Administration, Law, International Development or other relevant social sciences.
Knowledge and Experience:
Languages:
Verbal and written fluency in English and French is required. Knowledge of Portuguese is desired.
Other Desirable Skills:
Initiative, strong conceptual abilities, sound judgment, ability to multi-task, robust drafting ability, resilience and an interest in development work.
