About this Job

The mission of the Secretary of State's office is to serve the public by meeting its legal responsibilities of collecting, securing and communicating information that enhances commerce, ensures the integrity of Louisiana's elections and preserves, presents and makes accessible government information essential to Louisiana's operations and its recorded history.

Division: Information Technology / One (1) vacancy

Location: Secretary of State, Essen Lane, Baton Rouge, LA.

Minimum Qualifications

Three years of experience in information technology, project management or business analysis; OR

Six years of full-time work experience in any field plus one year of experience in information technology, project management or business analysis; OR

An associate’s degree in information technology plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus one year of experience in information technology, project management or business analysis; OR

A master’s degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

  • Writing business requirement and functional specification documents;
  • Creating user stories with annotated and user flow wireframes and acceptance criteria;
  • Writing database management system queries;
  • Utilizing server-based report generating software;
  • Developing and executing software test plans in order to identify software problems and their causes;
  • Constructing and executing complex search terms within eDiscovery software to identify relevant electronically stored information;
  • Collecting, cleaning, analyzing, and interpreting vast amounts of data from various sources;
  • Creating compelling visual representations of data insights using data visualization platforms;
  • Using source control management tools;
  • Utilizing project, issue/bug, and quality assurance management tools;
  • Refining product backlog including adding, removing, splitting and merging items; and
  • Working within a scrum agile project management framework.
