Description

The Division of Developmental and Intellectual Disabilities (DDID) is committed to empowering each person with an intellectual or developmental disability to realize his or her place in the community as a citizen of the Commonwealth of Kentucky. To that end, DDID partners with and supports persons with intellectual or developmental disabilities, families, advocates, stakeholders and government agencies. A critical component of this mission is to ensure timely, appropriate, person-centered I/DD crisis supports.

The I/DD State Crisis Coordinator has the incredible opportunity of leading Kentucky's I/DD crisis services program. As a key member of the Community Services Branch, the Crisis Coordinator plays a vital role in leading and supporting regional crisis coordinators across the state to ensure that individuals with I/DD receive the best possible response when in crisis.

Responsibilities include but are not limited to:

  • Serves as Crisis Coordinator for the state, providing oversight and technical assistance for I/DD crisis operations at Kentucky's 14 community mental health centers (CMHC).
  • Serves as DDID Regional Liaison to one or more CMHC to including providing technical assistance and monitoring to ensure quality services and contract and regulatory compliance.
  • Serves as DDID Regional Liaison to assigned state facilities (psychiatric hospital and/or intermediate care facility for I/DD). This includes providing oversight for transitions back into the community and providing technical assistance to individuals, families, guardians, community agencies and facility teams.
  • Promotes a fully integrated System of Care for individuals with I/DD through the facilitation and/or coordination of activities between facilities, state funded CMHC services, wavier services and other community-based services.
  • Facilitates waiver application reviews for the Supports for Community Living (SCL) and Michelle P. Wavier (MPW) programs. This includes Emergency SCL applications and managing the ER SCL waiting list. Serves as witness and assist the Cabinet with administrative appeal hearing.
  • Other duties as assigned.

The ideal candidate would have:

  • Familiar with the Department of Behavior Health and Developmental and Intellectual Disabilities (BHDID) and the state's service system for individuals with I/DD.
  • Have working knowledge of BHDID CMHC contract requirements concerning the provision of crisis support services and other state general fund services provided through the CMHC.
  • Knowledgeable concerning all Kentucky Home & Community Based (HCB) 1915(c) waivers, particularly SCL and MPW waivers.
  • Skilled in the area of person-centered planning and approaches and knowledgeable of current best- practices related to I/DD crisis intervention supports.
  • Experience in effectively providing training presentations, both in person and via video conferencing.
  • Effective communication skills. Successful candidates will have calm, supportive disposition with positive attitude and willingness to engage in problem solving.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.

Substitute EDUCATION for EXPERIENCE: A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.

Working Conditions

Works primarily in an office setting within a behavioral health or intellectual disabilities program.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
