Org. Setting and Reporting
This position is located in the Web Unit/ Communications and Public Mobilization Section, in the External Outreach and Partnerships Service of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The incumbent reports to the Chief of Communications Section and the Chief of the External Outreach and Partnerships Service.
Responsibilities
Within delegated authority, the Public Information Officer (Head of Web Unit) will be responsible for the following duties: Manage the Web Unit - Set priorities for the team and ensure they are properly equipped with knowledge and understanding to perform their day-to-day tasks - Provide on-going feedback on performance - Communicate regularly with members of the Web Unit - Oversee the Web Unit budget - Represent and advocate for the needs of the global OHCHR website (www.ohchr.org) and of the team to senior management - Assist with challenges the team may have in handling a large workload and deadlines related to the website - Oversee the hiring of new staff members - Ensure that the website is up to date - Advocate for additional multilingual needs Strategy, maintenance and improvement of the OHCHR.org website - Set and oversee the strategic direction of the global website, including content, design and technical foundation. - Oversee and assist in daily content updates on OHCHR.org and the management of content translations in the 6 official UN languages. - Oversee and engage in the maintenance of the Web Content Management System (CMS) and the creation of new functionality - Oversee and engage in the work on taxonomy - Oversee and engage in the work on the OHCHR.org user experience (UX) - Communicate regularly with internal stakeholders on all website issues and/or requests - Ensure that any issues that could affect the performance and quality of OHCHR.org are addressed in a timely manner. - Work closely with IT colleagues and UNICC on web hosting and maintenance Support to OHCHR content contributors - Communicate regularly with colleagues responsible for content on OHCHR.org. - Meet with senior managers as needed to discuss issues related to content. Building partnerships with stakeholders, UN organizations, consultants and vendors - Oversee the creation of well-defined TORs and contracts for consultants and vendors - Work closely with HR and Procurement colleagues to ensure partnerships with high-quality service providers in a timely manner - Ensure that the vendors and consultants are performing the work as expected - Help resolve any difficulties that may arise with vendors to ensure that work is delivered in a timely manner and within the agreed budget.
Competencies
Education
An Advanced university degree (master’s degree or equivalent) in communications, journalism, international relations, public administration, computer science or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A Minimum of seven (7) years of progressively responsible professional experience in public information, journalism, international relations, public administration or related area is required. A minimum of seven (7) years of experience in Web management within the UN Common system or a similar international Organization is required. Experience with Drupal Web Content Management System (CMS) is required. Experience with Web user experience (UX) and design is desirable. Experience with Web development, accessibility is desirable. Experience with Web taxonomy and content management is desirable. Experience managing a team is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official languages is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.
