Job Summary

We are seeking dynamic and mission-driven professionals to support the Defense Information Systems Agency (DISA) J-3/5/7 Directorate. This role involves integrated operational planning, strategic initiatives support, and program assessments to enhance the agency’s cyberspace operations and enterprise service delivery.

Responsibilities

Operational Planning Support (J-5)

  • Provide subject matter expertise in joint cyberspace operational and contingency planning (Network, Cyber, or Space)
  • Engage in the Joint Planning and Execution Enterprise (JPEE)/Adaptive Planning and Execution (APEX) process, JPGs/OPTs, COA development, and strategic guidance interpretation.
  • Draft and deliver planning reports, white papers, and campaign plan documentation.

Strategic Initiatives

  • Provide strategic and technical communications support to senior leaders.
  • Evaluate emerging technologies, governance changes, and policy shifts for impact on DISA's strategic posture.
  • Develop high-level CONOPS, SOPs, TTPs, and information products for internal and external stakeholders.
  • Support knowledge management, strategic calendar coordination, and senior leader briefings.

Program Assessment (Operations Assessment Board – OAB)

  • Support governance integration by coordinating OAB meeting logistics, tracking programs through integrator tools, and maintaining program documentation.
  • Participate in IPTs, prepare situational reports (SITREPs), weekly activity reports, and manage OAB-related SharePoint portals.
  • Interface with Program Executive Offices (PEOs) and ensure operational readiness through NetOps certification assessments.

Key Qualifications

  • Bachelor’s degree in a relevant field (e.g., Strategic Studies, Cybersecurity, Public Policy, National Security, or related discipline).
  • Minimum of 8 years of relevant experience in DoD joint operations, strategic planning, or IT/cybersecurity program support.
  • Must be a retired/former U.S. military officer at the grade of Lieutenant Colonel (O-5), Colonel (O-6), or a civilian equivalent (GS-14/15 or SES level), with demonstrated experience supporting joint or agency-level operations.
  • Graduate of a Senior Service College or equivalent professional military education program such as the School of Advanced Military Studies (SAMS) or School of Advanced Warfighting (SAW).
  • Demonstrated experience supporting joint planning processes (JPP), contingency planning, or cyber operations coordination.
  • Experience developing and delivering professional documentation (e.g., CONOPS, policy papers, strategic plans).
  • Familiarity with DISA, CCMDs, USCYBERCOM, and other DoD mission partners.

Preferred Qualifications

  • Graduate degree in national security, strategic studies, or related field.
  • Prior service in a Combatant Command, Joint Staff, or within DISA.
  • Familiarity with the JPEE (APEX) system and Joint Planning Groups (JPGs).
  • Experience working with classified networks (NIPRNet, SIPRNet, JWICS).
  • Strong communication and briefing skills for senior audiences.

Working Conditions

  • Must maintain active clearance and meet all DoD security standards, including ongoing evaluation and training compliance.
