Programmer Analyst IV - Video Management System Administrator

Description

The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It’s composed of three technical bureaus which are Application Services, Customer Success and Productivity, and Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions.

This position is on the City of Norfolk’s network engineering team, within the Technology Infrastructure and Cybersecurity Bureau of the Information Technology Department (IT). The team performs design, configuration, installation, and maintenance of the City’s critical data center and wired/wireless network infrastructure, including but not limited to routers, switches, cabling, servers, network storage, cameras, and backup solutions. The team acts in concert with other departmental functional areas, customers, and vendors, to assist in the implementation and maintenance of hundreds of applications and business processes.

This position is new to the team. It is specifically responsible for the oversight, administration, and support of the ever-growing video surveillance infrastructure including the video management software systems, cameras, storage, and network connectivity infrastructure. There is a procurement effort underway to replace and consolidate video management systems across the City. The successful candidate will play a crucial role in this project, as well as ensuring the seamless operation and optimal performance of the various video surveillance systems and infrastructure throughout the City. 

The person in this position is required to meet regularly with their “project team”. This may require regularly scheduled onsite and/or virtual meetings based on the project, team, or requirements. The position requires the flexibility to be onsite as needed to meet job requirements; accordingly, the person in this position is required to report to work at Norfolk city offices on a regular basis, and within an hour of being notified of an event or emergency.

Department Hiring Salary Range: $62,122 - $71,440

Essential Functions

Essential functions include but are not limited to:

This position demands strong analytical, technical, relationship, and communication skills. Primary tasks are systems administration to include software and user support, systems configuration, managing user settings, and understanding the data included in the system. Other tasks include contract management, trouble-shooting and correcting system problems including connectivity issues, strategic planning to include recommending equipment standards, and camera asset management.

  • System Administration and Support: Understands the functional and technical operation of video management systems (VMS). Performs system and software configuration, system and user support, and user training. Manages user settings such as access and views. Monitors the VMS to ensure continuous and reliable operation. Conducts regular system checks and audits to identify and proactively address potential issues. Responds promptly to user issues and complaints, system and equipment failures and breakdowns, and efficiently diagnoses and resolves issues. Understands, analyzes, and reports on the data included in the system. Implements and maintains security protocols to safeguard the VMS. Collaborates with the security team to ensure proper access controls and permissions for system users. Correctly and appropriately answers questions about features, functions, and operation of the video management system and infrastructure. 
  • Procurement and Project Management: Reviews requests for purchase or use of new camera hardware, software, systems, etc. on the City's network and makes implementation recommendations. Specifies new cameras, software, systems, and services. Participates in procurement activities including developing Requests for Proposals, evaluating responses, and recommending solutions. Collaborates with cross-functional teams including other IT staff, building security, Police, and facilities staff to align VMS objectives with City of Norfolk goals. Performs strategic planning including staying abreast of technical advances in software and equipment and recommending equipment standards. Participates in project planning and implementation, ensuring seamless integration of new technologies. Participates on cross-bureau and cross-departmental project teams implementing technology solutions. 
  • Camera and Network Configuration and Maintenance: Configures and manages various types of cameras integrated in the VMS. Conducts regular maintenance activities on cameras, including ensuring firmware updates and performance optimizations are performed regularly or as needed. Maintain server and database software, applying security and maintenance updates as necessary. Collaborate with other IT and vendor staff to address network-related issues and ensure optimal system performance, especially in regard to efficient video data transmission and storage.
  • Relationship Building, Communication, and Customer Service: Builds relationships and works closely and cooperatively with various City staff, consultants, contractors, and representatives from other public agencies. Accomplishes tasks both independently and as part of a team of technical and functional professionals. Communicates effectively with stakeholders providing updates on system status and upcoming changes using clear and concise emails, memos, user and technical documentation, and status reports. Explains technology processes and policies to non-technical customers and management. Provides excellent customer service and support to all City agencies. Exhibits outstanding email, telephone, and customer service skills. 

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in Computer Science, Information Technology, or related field.

Three years experience as a programmer analyst.

A successful candidate should be highly experienced with using Microsoft O365 products including Outlook, Teams, Word, Excel, PowerPoint, and Visio.

In addition to the above technical requirements, the successful candidate must:

  • Demonstrate proven experience as a Network Engineer or Systems Administrator with a focus on video surveillance systems.
  • In-depth knowledge of video management systems, camera technologies, and network protocols.
  • Strong troubleshooting and problem-solving skills.
  • Familiarity with security best practices and protocols.
  • Excellent communication and collaboration skills.
  • Relevant certifications (ex. CCNA, CCNP, or equivalent) are a plus.

Additional Information & Requirements

Work Location: 800 E. City Hall Ave., Norfolk, VA 23510

Work Hours: This position works a forty-hour per week shift to accommodate Infrastructure and Cybersecurity’s business hours of 7:00 am to 6:00 pm Monday – Friday. 24 hour on-call support is required on a rotating basis, which means evening, night, weekend or holiday hours may be needed. This position is an Essential position, which requires attendance during emergencies, delayed city openings and special weather events.

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
