About the role:

We are seeking an Agile Project Manager to join our team supporting a large public-facing federal digital platform. You will play a critical role in guiding Agile teams, facilitating scrum ceremonies, and ensuring successful delivery in alignment with Agile principles and SAFe® methodology. You should have experience as a Scrum Master in cross-functional environments, and bring a grasp of user-centered design, accessibility, and Agile best practices.

This is a full-time position contingent on contract award, with a defined performance period of one year with four one-year option periods. You’ll have the opportunity to join a project that directly supports Bixal’s mission of improving how government serves people. While the project has a defined timeline, we believe in open communication and proactive career support. You’ll be kept informed of contract status — and we’ll be here to help you grow into what’s next, whether within this project or beyond it.

Compensation:

The salary range for this role is $105,000-$115,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.

Responsibilities:

  • Facilitate Agile ceremonies, including daily standups, sprint planning, demos, and retrospectives.
  • Guide the team in Agile practices and support continuous improvement.
  • Track team progress in Jira (or a similar tool), help manage story points, and keep work visible and prioritized.
  • Plans for and facilitates PI Planning
  • Identify and remove blockers, escalating as needed to keep things on track.
  • Work closely with the Product Owner to support backlog grooming and ensure stories are ready for the team.
  • Maintain strong communication between team members and stakeholders.
  • Help the team stay focused by minimizing distractions and managing external requests.
  • Support coordination with the larger program team or Agile Release Train (if applicable).
  • Provide regular updates on team progress, risks, and dependencies.
  • Pitch in on light operational tasks as needed (e.g., time tracking, financial reporting, coordination with Bixal leadership).
  • Promote a positive team culture where feedback, growth, and collaboration are the norm.
  • Other relevant duties as assigned, trained, and qualified to deliver.

Qualifications:

    • Bachelor’s degree and at least four (4) years of relevant experience, or an equivalent combination of education and/or experience
    • Professional experience as a Scrum Master or Agile team facilitator.
    • Certified Scrum Master (CSM, SSM, PMI-ACP, or equivalent).
    • Hands-on experience managing the Agile process for a team from sprint to sprint — you know how to keep work moving and teams unblocked.
    • Familiarity with SAFe® or experience working in Agile environments on federal projects.
    • Proficiency with Jira, Confluence, or similar tools.
    • Strong communication skills — able to keep the team informed and collaborate with non-technical stakeholders.
    • A collaborative, servant-leader mindset with a bias toward action and clarity.
    • Interest in user-centered design, accessibility, and improving public-facing digital services.
    • Ability to obtain and maintain a Public Trust clearance

Nice to Have Skills and Experience:

  • Experience on federal digital service contracts
  • Understanding of design systems, accessibility requirements, or digital identity.
