The Administrative Services Division is seeking a motivated individual to step into the role of Sustainability Program Manager. This is your opportunity to lead the Department’s environmental initiatives, strengthen our commitment to sustainable operations, and help shape a greener, more responsible future for our facilities and communities we serve.
This position is a job rotation anticipated to last 1 year, though may be extended or decreased due to business need. This rotation is available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manager's approval. Candidates who do not meet the minimum qualifications for this classification may be considered as a developmental. Developmental candidates are not eligible for Work-Out-of-Class Differential. Preference may be given to those who meet the minimum qualifications for the classification.
This position is in-person and requires you to work onsite at our office location at the Central Distribution Center in Salem, Oregon.
About the Job – Your Role
As the Sustainability Program Manager, you will lead the charge in implementing and advancing the Oregon Department of Corrections’ sustainability efforts across all facilities and programs. You’ll be responsible for developing policies and strategies that reduce our environmental impact, align with statewide sustainability goals, and support long-term operational improvements. This role collaborates closely with Central Office leadership, Physical Plant Managers, Regional Sustainability Managers, and external partners, including other state agencies, local governments, and the community to integrate sustainability into every level of our operations.
You’ll serve as the Department’s representative to the Oregon Sustainability Board and the Interagency Sustainability Coordinator Network, providing policy guidance and aligning DOC’s efforts with the Oregon Sustainability Act, Executive Orders, and the Governor’s 10-Year Energy Plan. You’ll manage the Sustainability Program’s budget, oversee statewide reporting requirements such as DEQ’s Oregon Material Recovery reports, and direct the development of a centralized database to track energy use, water consumption, waste, recycling, and other key sustainability metrics.
In addition to your policy and program work, you’ll support the creation of vocational training programs focused on environmental stewardship for adults in custody, assist with sustainability-related grants, and maintain strong relationships with stakeholders involved in habitat restoration and conservation. You’ll be the go-to resource for DOC’s Green Teams, providing guidance, support, and on-the-ground engagement, including travel to institutions across Oregon to ensure the sustainability program is thriving and aligned with DOC’s mission.
This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND five years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Working Conditions
Requires frequent travel, including frequent overnight travel, may require periodic air travel. Work week routinely exceeds forty (40) hours. Daily contact with incarcerated felony offenders in an office environment or at prison sites. May be required to use a state vehicle to conduct business; must have a valid driver’s license and good driving record.
