Basic Function

The current vacancy is in the Public Works Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

This position provides system administration for the Enterprise Asset Management System in AssetWorks. This full-time role provides the solutions for system support and software implementation. Responsibilities include troubleshooting, testing and validation, system configurations, data management, training and support, reporting, and documentation in collaboration with business areas, technical teams, and end users. We are searching for highly skilled applicants with strong technical aptitude and a service-oriented approach.

Job Class Basic Function:

To analyze and evaluate, design and implement solutions, programs, methods and procedures, to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information and processes; to provide instruction regarding the use of line of business systems; to run and modify data reports; and to perform related duties as assigned.

Senior Management Analyst

This position provides lead technical direction for system administration. Note: this is NOT a supervisory position. This position will lead system configurations, data management, functional testing, and user training. In addition, analyze and evaluate, design and implement solutions, programs, methods, and procedures, in order to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information, and processes; to act as project leader on designated management analysis projects; to design methods of data transfer and manipulation and to design and create reports from this data; and to perform related duties as assigned. This is the advanced specialist/lead worker class in this class series. Duties represent highly complex and sensitive management analysis functions that tend to impact major units of a large department or the activities of more than one county department. In addition, employees in this class may function as lead workers and project leaders on such projects; and perform related duties as assigned.

Hourly Range: $34.50 - $51.76

Management Analyst

This liaison role provides support for implementing software and assisting users for the Enterprise Asset Management System in AssetWorks. This role provides timely help desk support for software issues. This position will assist with testing, configurations, data management, training, and user/documentation management. This position will analyze and evaluate, design and implement solutions, programs, methods, and procedures, to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information, and processes; to provide instruction regarding the use of line of business systems; run and modify data reports; and perform related duties as assigned.

Hourly Range: $31.90 - $47.85

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Examples of Work Performed

  1. Work closely with subject matter experts (SME's) to gain an understanding of the department's operations, systems, and business functions; analyze operational systems, programs, methods and procedures by obtaining and discussing relevant information with affected parties; research problems, prepare necessary documentation (such as work distribution charts, flow charts, movement studies and process-and-operation charts); and apply other appropriate analytical methods in order to develop the information needed to evaluate current operations, determine if existing processes could be enhanced, or identify operational needs.
  2. Evaluate on a continuous basis the results of analyses to be used by the department to ensure they meet business needs by identifying redundancies, unnecessary or wasteful procedures, inappropriate methods, inefficient equipment and defining other procedural or operational problems to develop plans for revising or creating new solutions.
  3. Provide initial and ongoing instruction and expertise in the use of line of business and other county, state, or collaboratively operated systems.
  4. Assist in designing new or improved solutions by establishing a time frame for a scoping phase, design concept or project to be completed, setting priorities for work to be done including proposing work distribution plans, investigating and determining the feasibility of changing procedures through the use of electronic or other means; assist in the preparation for applications testing, and/or developing other plans to revise or create new solutions of maximal efficiency; and prepare and present information appropriately to affected parties.
  5. Prepare reports on the analysis, evaluation, design or implementation of systems as required; build, run and modify data reports via query or other tools. This may include extraction of data from internal or external databases.
  6. Implement plans for new or revised systems or solutions by planning, scheduling, and coordinating related activities, which may include managing system access and backup to line of business applications; may act as system administrator for line of business applications.
  7. Identify department training needs; develop and update training plans and curricula; plan and execute recurring training programs for new and current employees including preparing and updating training guides and job aids, as needed.

Minimum Qualifications

Education: Bachelor's degree in Public Administration, Business Management and/or Administration, Management Information Systems, or a related field.

Management Analyst Experience: None.

Senior Management Analyst Experience: Four years of experience in management analysis or related analytical experience.

Substitution: Equivalent combination of education and related experience.

Certifications/Licensure: Valid class D driver’s license required depending on assignment.

Preferred Experience:

  • System Administration experience for software implementation and/or system support with AssetWorks or an equivalent asset management system and/or with other Software as a Service (SaaS) programs.
  • Help desk support; knowledge and experience with one or more programming language (Crystal, Power Automate).
  • Knowledge and experience with database management, including visualization and exporting data (Power BI) and importing data such as for data loading (Excel).
  • Experience in project management, business analysis, training and instructional approaches and methodology, data analytics, process mapping, and reporting.

Exam/Screening Process Information

The examination process will consist of the following sections with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for the Management Analyst or Senior Management Analyst will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions -do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Management Analyst or Senior Management Analyst. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and of their status.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
