About this Unit
Administrative Solutions (AdSol) provides management and oversight for critical administrative and technical services, enabling CDHS to achieve its goals. It is responsible for many support functions to make our agency as efficient, effective, and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security; Emergency Management; Legal; and Leadership & Organizational Development.
Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs. It coordinates activities with the program staff for IT support, operations, maintenance, modernization, and implementation of new IT systems.

About this Position:
This position serves as the Department Product Owner and System Administrator for Preboarding Technology and Solutions. This position will manage the department wide footprint for technology that supports a successful employee preboarding experience and prioritizes this work effort. Specifically, this position will be responsible for the Department’s Criminal Justice Information Services (CJIS) compliant Background Tracking System, technology that supports the creation and tracking of employee badges, and technology that supports the tracking of preboarding/onboarding activities and bidirectional communications to successfully preboard/onboard new hire, re-hire, and transfer employees. At the writing of this position posting, the technology for each of these functional areas sits in various states. For example, the Background Tracking System modernization project is in the post-go-live phase. Other functional areas are being supported by legacy technology, which are experiencing increasing performance and stability issues, thus requiring focused modernization initiatives. This position is the Department Staff Authority for the Department's Preboarding Technology and Solutions.
Given the role’s access to criminal justice information (CJI), this position will be required to undergo a fingerprint-based background check as a condition of hire. This position will be expected to become CJIS certified within five business days of hire, and will be expected to become a CJIS subject matter expert, demonstrating a deep understanding of the CJIS security policy and its implementation.
This position acts as the primary point of contact between CDHS and the OIT technical resources and vendor partners supporting Preboarding Technology and Solutions. The position's responsibility is to develop and communicate goals for these products, translate strategy to tasks for development, create and clearly communicate the product backlog, and order the backlog to maximize the value to CDHS business. This position manages the tracking tools/processes and administers the communication with users and stakeholders. Finally, this position serves as an expert on the process for moving work forward and resolving issues by providing direction regarding technical applications, process, and policies.

MINIMUM QUALIFICATIONS:
Experience Only:
Seven (7) years of relevant experience in database administration with a security focus; working experience with SQL and relational databases; conducting user research and testing to understand business needs; translating business needs into technical requirements; and trouble shooting and system maintenance with a minimum of three (3) years professional experience as a Database Administrator, System Administrator, Product Owner, Project Manager or similar roles working within IT, applications, or systems, using Agile/Scrum and Waterfall methodologies.

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years, with a minimum of (3) three years professional experience as a Database Administrator, System Administrator, Product Owner, Project Manager or similar roles working within IT, applications of systems, using Agile/Scrum and Waterfall methodologies.
Substitution:
Additional, relevant education will substitute for the required experience on a year-for-year basis.
