Jacobs is searching for a dynamic Lab Manager to join our team in El Segundo, CA. In this role, you'll oversee day-to-day operation of the West Basin Water Quality Laboratory at the Edward C. Little Water Recycling Facility (ECLWRF). Manages, plans, organizes, delegates and coordinates sampling, scheduling, analyses, and data reporting for the laboratory. Responsible for coordinating with the subcontract laboratories and collaborating with the West Basin Water Quality Team in reviewing permits, coordinating special studies/sampling, and review of data for regulatory compliance reports. Serves as the technical director for ELAP certification and ensures that all analyses are performed as required by their respective permits. Administers the laboratory QA/QC program. Works with other departments to ensure that compliance sampling requirements are met. Ensure that all laboratory staff strictly follows all safety instructions and use the required and appropriate PPE at all times.

Principal Areas of Responsibility

  • Responsible for supervision of lab staff. Responsible for assuring precision, accuracy and timely completion of test results.
  • Coordinates with appropriate regulatory agencies in maintaining the laboratory’s State certification.
  • Attends meetings with the client, administers the laboratory analytical quality control program, prepares reports based on analytical results and quality control studies as needed.
  • Assesses department needs for data processing and/or analytical software/hardware, manages LIMS software, evaluates available products and makes purchase recommendations and may be responsible for bringing new instrumentation on-line.
  • Enforces corporate laboratory safety standards, serves as the laboratory’s Chemical Hygiene Officer and serves a back-up for signing Waste Manifests.
  • Prepares annual laboratory budget, monitors laboratory supply and equipment usage.
  • Position may include opportunities to collaborate on special projects/presentations.
  • Maintains current knowledge regarding the latest developments in the field of wastewater chemistry, microbiology and/or organic monitoring; performs laboratory tests and provides any necessary support as required; assist in hiring and training of laboratory staff.
  • Oversees and enforces QA/QC program.
  • Delegating responsibilities to lab staff and providing necessary guidance/training needed to perform their assigned duties.
  • Ensuring effective communication within the department.
  • Communicate to the team the key objectives of the operations.
  • Provide leadership & guidance for the teams to ensure the key objectives of the department are understood and achieved.
  • Support & encourage good teamwork within the department.
  • Manage the team to ensure sufficient cover is maintained for absences such as annual leave / sickness.
  • Ensure that any absences are dealt with promptly and in a professional manner and in line with the company’s attendance procedure.
  • Sets departmental and annual performance objectives for staff.
  • Conducts annual performance review for employees.
  • Maintain employer-employee relationships that contribute to satisfactory productivity, motivation, and morale.
  • Responsibility for discipline and ensuring that Company rules and regulations are adhered to by the team.
  • Direct supervision of the laboratory staff of the West Basin Water Quality Laboratory.
  • Interface and directly interacts with the operations, and maintenance staff, and the administrative staff at the ECLWRF.
  • Responsible for maintaining the state certification of the laboratory.
  • Must maintain courteous and effective relationships with the client, plant visitors, vendors, contractors and co-workers.

Here's what you'll need

  • Bachelor’s degree in Chemistry, Biology, or related field from an accredited university or college
  • Eight (8) years experience performing sophisticated analyses for a water or wastewater laboratory
  • Four (4) years experience operating advanced laboratory equipment (such as IC, ICP/MS, GC, or GC/MS)
  • Four (4) years in the capacity of a supervisory or lead role
  • Experience in writing standard operating procedures and quality control procedures
  • Knowledge of current theory and practice of administration, management and supervision of laboratory staff
  • Knowledge in the use of LIMS and the MS Office Suite (Word, Excel, Access, Outlook).
  • Knowledge of current principles, practices and procedures in the field of environmental chemistry and microbiology.
  • Experience in laboratory operation and methods. Experience in the development of new methodologies (EPA and/or Standard Methods for the Examination of Water and Wastewater)
  • Must have extensive knowledge of the operation and maintenance of laboratory instruments
  • Familiar with EPA and Standard Methods for the Examination of Water and Wastewater methods.
  • Familiar with California’s Accreditation Procedures.
  • Ability to scrutinize analytical data and make sound decisions regarding proper laboratory operation; able to clearly present information and data both orally and in reports
  • Ability to make chemical solutions, perform standard chemical calculations, and perform routine mathematical and statistical calculations
  • Ability to work effectively in a team-based organization required; work effectively with others in solving problems; willing to accept suggestions from team members, and offer expertise as needed
  • Ability to supervise, train, coordinates work plans, review work, and conduct performance evaluations
  • Experience preparing reports and maintain records of laboratory activities manually and using computers including Laboratory Information Management System (LIMS)
  • Ability to prepare clear and accurate scientific reports including graphic and statistical representation
  • Valid CA Driver’s License with no major infractions required

  • Ability to communicate and write in a clear manner, coordinate and evaluate the work of laboratory personnel

Working Conditions & Physical Requirements

The work area can involve a working environment indoors, as well as, outdoors, which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, airborne particles, noxious gases, pathogens and various chemicals. Safety is of the utmost importance. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.

Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination when preparing reports and using a computer keyboard, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction. In an 8-hour time period must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, wear and use appropriate safety equipment.

The employee may work on slippery/uneven surfaces, around machinery with moving parts, moving objects/vehicles, and ladder/scaffolding, below ground and may be exposed to water and other liquid materials.

The base salary range for this position is $102,800.00 to $141,400.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
