Jacobs is searching for a dynamic Shift Operations Supervisor to join our team in El Segundo, CA. In this role, you'll be responsible for the day-to-day operations, maintenance, and repairs of all satellite facilities which presently include: CNTP, TRWRP, and JMMRWRP satellite plants. You’ll ensure treatment processes operate in compliance with state and federal regulations and client quality requirements through frequent monitoring and adjustment of plant’s manual and computerized control systems. You’ll prioritize, approve work service requests, coordinate maintenance activities and ensure the satellite operators follow all safety instructions and always use the required PPE. In addition, you’ll be responsible for assisting the Chief Plant Operator (CPO) and Management team in investigating and reporting on operational issues that may arise. You’ll support the CPO and maintain courteous and effective relationships with the client, customer/end users, plant visitors, vendors, contractors, and co-workers.

Nature & Scope – Principal Areas of Responsibility

  • Ensures treatment processes operate in compliance with state and federal regulations and client quality requirements through frequent monitoring and adjustment of plant’s manual and computerized control systems.
  • Identify and diagnose problems, maintains records, reports and log sheets and provide records to the Chief Plant Operator for proper storage and review.
  • Track and report progress of all corrective and preventative maintenance projects.
  • Responsible for follow-up of chemical ordering process for ECLWRF and ensuring proper collaboration between shifts to ensure that the adequate storage of chemicals is always available.
  • Performs Daily inspection of each satellite facility and processes.
  • Ensure proper follow-up by other departments to allow tight control and progress in the actions identified in the critical equipment list.
  • Participate in the drafting of and implementation of action plans to resolve operational issues. Works with other departments to ensure processes are optimized.
  • Responsible for timely communication of operational or compliance issues, as per company’s guidelines.
  • Interacts with, coordinates with, and supports all refinery customers, Operations/Maintenance staff, Laboratory staff, Engineering staff, and the administrative staff to perform related responsibilities
  • Serves to fill-in for staff when needed and participates in an on-call after-hours rotation system
  • The Supervisor - Satellites will perform, train, and direct the work of satellite operators in the following areas:
  • Equipment and process control adjustments and isolation
  • Interface with plant computer control system as necessary to perform operations and maintenance duties
  • Operate valves, pumps, and gates manually or through the local control center
  • Observe variations in operating conditions, records meter, sensor and gauge readings
  • Collect lab samples, perform field analysis, and record results; conducts inspections and collects samples for system operations
  • Monitor and perform visual inspection of mechanical and electrical equipment and control systems
  • Monitor and adjusts chemical feed rates as directed
  • Maintain and review documentation such as round sheets, log entries, and cleaning log sheets
  • Maintain and review logbook, transfer sheets and maintenance activity report
  • Display and communicate to satellite operators' members maintenance activity report
  • Display and communicate to crew members process control orders, and ensure they are properly applied
  • Always ensures sufficient chemical quantities and oversees chemical ordering process
  • Perform predictive, preventive and corrective equipment and process maintenance and repair work as necessary
  • Maintain facilities, office building, vehicles, and equipment
  • Develop spreadsheets for tracking daily, weekly and monthly O&M functions and data
  • Produce verbal and written technical and administrative reports on daily, weekly and monthly progress of O&M functions
  • Cleaning of the MF and Reverse Osmosis units
  • Oversee and document confined space entries
  • Oversee and document LOTO program
  • Schedule and develop safe work plans
  • Respond to system emergencies
  • Responsible for general housekeeping and presentation of satellite facilities, work areas and other areas as assigned including heavy labor as needed
  • Provide input during regular operations meetings into the formulation of the plan of operations based upon daily process characteristics and efficiencies
  • Schedule RO and MF cleanings
  • Offer input and makes recommendations regarding capital improvements, and facility efficiency improvements
  • Contribute to the implementation and maintenance of the assets management system
  • Ensure that all safety regulations and policies are adhered to by all employees at or visiting the satellite facilities
  • Review training needs assessments (TNA’s)
  • Safety training benchmarks to be maintained for all Operators
  • Other duties as assigned.

Here's what you'll need

  • Must have a valid California driver’s license with no major infractions
  • Must have a valid State of California Grade IV Wastewater Treatment Plant Operator Certificate or T4 Water Treatment Plant Operator Certificate.
  • Five (5) years’ experience in wastewater treatment/water treatment operations and maintenance.
  • Knowledge of the principles and practices of wastewater treatment and/or water treatment plant operations.
  • Knowledge of the principles and practices of collection or distribution system operations and maintenance.
  • Knowledge of and ability to utilize the materials, methods, tools and equipment used in the construction, maintenance and operation of wastewater treatment systems.
  • Knowledge of the laws and regulations relating to wastewater or water system operations.
  • Knowledge of all operating targets, permits, permit limits and compliance documents as it relates to the Satellite facilities.
  • Knowledge and ability to analyze data to quickly make decisions.
  • Knowledge of and ability to perform standard laboratory sampling and testing.
  • Available for the on-call after-hour rotation system as well as for emergencies as needed.
  • Ability to write and type reports, business correspondence and procedure manuals and/or SOPs.
  • Ability to apply mathematical operations to such tasks as chemical dosing, flow calculations, pipe or tank capacity.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and factual variables.

Ideally, You’ll Also Have

  • High School education
  • Preference includes a Bachelor’s degree in Chemistry, Engineering or Environmental Science
  • Proficient in MS Outlook, MS Word, MS Excel, MS PowerPoint

Working Conditions & Physical Requirements

The work area can involve a working environment indoors, as well as, outdoors, which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, airborne particles, noxious gases, pathogens and various chemicals. Safety is of the utmost importance. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.

Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination when preparing reports and using a computer keyboard, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction. In an 8-hour time period must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, wear and use appropriate safety equipment.

The base salary range for this position is $125,400.00 to $172,400.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
