Job Description:

Job Summary: The Manager of Sourcing & Contracts leads strategic sourcing initiatives to deliver cost savings and efficiencies for JPS and its stakeholders. This role manages the Sourcing and Contracts team, overseeing key spend categories and optimizing processes through contract utilization, cost reduction, and GPO/State contract alignment. The Manager drives performance across the full contract life cycle—including sourcing, RFPs, proposals, and contracting—while collaborating with Supply Chain leaders and fostering strong cross-departmental relationships to position Supply Chain as a trusted partner.

Essential Job Functions & Accountabilities:

  1. Supervises sourcing staff to ensure a quality service is provided and responsible for the coordination of day-to-day sourcing activities.
  2. Effectively manages scouring timeline to reduce RFX lifecycle and portfolios while ensuring that all contract documents are readily accessible.
  3. Conducts oversight and evaluation of all governance checkpoints in the Sourcing Methodology and completes proper documentation of performance in regard to the Sourcing Methodology.
  4. Develops procurement strategies for the assigned subcategories.
  5. Assists with the development of risk-assessment and contract monitoring plans.
  6. Acts as an escalation point to assist in the RFX process when challenging situations arise.
  7. Supports the e-commerce strategy for assigned spend categories.
  8. Manages supplier relationships, ensuring that business needs are met; establishes key performance metrics (KPIs) to measure supplier performance and lead supplier business reviews.
  9. Reviews contracts for terms, changes and/or enhancements. Interacts with legal on contract language and terms in accordance with JPS policies and procedures.
  10. Monitors contractors’ compliance in accordance with contractual requirements to include insurance and HUB requirements.
  11. Analyzes data to uncover trends and recommend sourcing opportunities.
  12. Compiles information and respond to internal and external audit requests.
  13. Sets up, maintains and completes tasks/activities in Sourcing Director platform.
  14. Leads team development through performance reviews, coaching, hiring, onboarding, training, and succession planning to foster growth and ensure effective sourcing practices.

Qualifications:

Required Qualifications:

  • Bachelor's degree in Healthcare or a Business-related field.
  • Five (5) years’ experience in contract administration, purchasing, sourcing; with minimum of two (2) years supervisory experience.
  • Must obtain one of the following certifications within 18 months of hire: Certified Texas Purchasing Manager or Certified Texas Contract Developer.

Preferred Qualifications:

  • Certified Materials & Resource Professional (CMRP).
  • Certifications in government procurement: National or State Certification (NCMA (CCCM/CPCM) or TX Comptroller CTCD/CTCM).
