Job Overview

Chugach is seeking a Management and Program Specialist II (VIDS) to support the Naval Information Warfare Center (NIWC) Video, Radio, Unified Communication Capabilities Support Contract.

The candidate will provide Configuration and Change Management support for the NIWC VIDS Integrated Product Team (IPT) in support of Video, Radio, Unified Communication Capabilities Support. This position will assist Project Managers (PM), SSD Technical Leads (TL), NIWC Project Leads (PLs) and the Chugach team in creating artifacts in accordance with program documentation. This person must have excellent research skills, must be able to organize their ideas, and be able to develop project, engineering and technical documentation. This position will work out of the Chesapeake, Virginia office. No travel is anticipated.

Responsibilities

Essential Duties & Job Functions:

The applicant will perform a portion of the following:

  • Create, review, and modify engineering and technical documentation including but not limited to Project Charters, Project Management Plans (PMP), System Engineering Technical Reviews (SETR), Project Management Tailoring Plans (PMTP), Engineering Change Tailoring Plans (ECTP), and Project Risk and Issue Registers.
  • Track, Register & provide CDRL Tracking for all completed contract deliverables.
  • Attend meetings, provide briefings, and participate in working groups as required by the customer.
  • Possess excellent written and oral communication skill including ability to make significant presentations.
  • Manage multiple assignments simultaneously, while working independently and with other project personnel.
  • Excellent written and verbal communication skills.
  • Must be able to work in a team environment with a "can do" attitude capable of overcoming difficult challenges.
  • Self-motivated, with keen attention to detail and excellent judgment skills.
  • Perform other duties as required.

Accountable For:

  • Adherence to contract requirements.
  • Possess good communication, interpersonal, motivational, and organizational skills.
  • Demonstrated ability to work within tight deadlines.
  • Proficient computer skills especially Microsoft Word, Microsoft Teams, Microsoft Excel, and Microsoft PowerPoint.

  • Ability to organize and prioritize own work.
  • Ability to work individually and in a team environment.
  • Excellent communication skills, both oral and written.
  • Complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.

Job Requirements

Mandatory:

  • High School Diploma or equivalent.
  • Six (6) years’ experience with the use of information technology to develop and/or integrate complex data to support three (3) of the following five (5) areas:
  • Requirements analysis:
    • Knowledge analysis; project management procedures including out year budgeting for programs involving OMN, FMS, OPN, SCN, and RDT&E monies.
    • Development of contract schedules, out year planning and POM budgets, compliance planning and program planning.
    • Knowledge of DoD standards and regulations like the FAR, DFAR, OPM requirements, and other business-related regulations.
  • Working knowledge of Microsoft Office products.
  • Ability to obtain and maintain a SECRET Security Clearance as required.
  • Must be able to successfully pass a pre-employment background check and pre-hire drug test.

Working Conditions:

The candidate must be able to work at a desk and computer for long periods of time. The noise level in the work environment is moderate.
