Job Description:

The CDM Dashboard Program provides cybersecurity tools, integration services, and dashboards to participating agencies to support them in improving their respective security posture. CDM is a large, DHS-managed program which is comprised of several large contracts and various services. ECS is delivering the next generation CDM Dashboard. The CDM Dashboard increases visibility and insight in federal Agencies’ cybersecurity posture by aggregating, displaying, and reporting data collected from tools and sensors deployed on agencies’ networks which then report to a DHS-managed Federal Dashboard. The CDM Dashboard is comprised of multiple Commercial Off the Shelf (COTS) and open source products, software configuration packages and custom code which work together to operate as a single dashboard solution, tailored to meet DHS requirements. Core technologies include Elasticsearch and Kibana.

We are currently seeking an influential, diligent, and energetic Project Manager / Scrum Master to join our team for the Department of Homeland Security’s (DHS) Logging Made Easy (LME) project under the CDM Dashboard program. Project Managers / Scrum Masters are servant leaders and coaches for an Agile Team. They help educate the team in Scrum, Kanban, Scrumban, and SAFe, ensuring that the agreed Agile process is being followed. They also help remove impediments and foster an environment for high-performing team dynamics, continuous flow, and relentless improvement. The Scrum Master role is taken by a team member whose primary responsibility is assisting the self-organizing, self-managing team to achieve its goals. The Project Manager / Scrum Master role is a unique Agile team member who spends much of their time helping other team members communicate, coordinate, and cooperate; generally, this person assists the team in meeting their delivery goals. Scrum Masters do this by teaching and coaching team practices, implementing and supporting SAFe principles and practices, identifying and eliminating impediments, and facilitating flow.

Specific responsibilities include:

  1. Project planning, schedule management, resource management, quality control, risk and opportunity management.
  2. Managing a matrixed team of technical resources to complete tasks and deliverables in compliance with Government requirements.
  3. Engaging with members of our team, and the Customer to proactively seek ways to improve processes and implement best practices to fulfill program objectives, ensuring alignment to program values of transparency, inclusion and continuous improvement.

Required Skills:

  • Must be independent, self-starter, motivated and energetic with a strong personality.
  • Must be able to handle fast-paced environment and sometimes ambiguous situations.
  • Must possess strong communication skills and must have the ability to communicate effectively (written and verbal) with all levels of staff and management and can translate technical information to a non-technical audience.
  • Experience with use, configuration, and maintenance of IT Service Management (ITSM) tools such as Atlassian Jira and Confluence in a production environment supporting Event Management, Incident Management, Problem Management, and Change Management.
  • Demonstrated experience building and managing Project Schedules from scratch using MS Project or other scheduling tools.
  • Demonstrated success managing cross-functional, matrixed teams to affectively achieve project outcomes in a dynamic, agile environment.
  • Demonstrated excellent project management capabilities including: ability to lead evaluation of scope, staffing, risk, dependencies, communications, and quality.
  • Demonstrated experience and success managing the development and operations of IT solutions in large and complex application environments, preferably for the Federal Government.
  • Experience in managing the full System Development Life Cycle (SDLC) using Agile methodologies.
  • A demonstrated aptitude for complex problem-solving, and leading teams to success.
  • US citizenship and ability to acquire DHS Suitability.

Desired Skills:

  • PMP Certification.
  • Experience as a Scrum Master.
  • SAFe Certification and experience.
  • Experience in product release planning and management.
  • Experience managing DHS Programs.
  • Ability to obtain a Top Secret Clearance.
