About the Program

Abt PNG Management Services supports five Abt programs based in PNG. This Shared Services Platform supports the following programs with service triaged and prioritise based on risk.

The programs include:

  • Australia PNG Economic Partnership (APEP)
  • Australia PNG Subnational Program (APSP)
  • PNG-Australia Transition to Health (PATH)
  • PNG Partnerships for Improving Education (PIE)
  • PNG Women’s Lead (PNGWL)

The safety and security of Abt personnel in PNG (and where required our counterparts and partners) is of paramount importance. Working collaboratively with the PNG Safety and Security Manager, this role delivers integrated safety and security management for Abt personnel based in Port Moresby and regionally across Papua New Guinea including those undertaking Provincial travel. The position will work closely with Team Leaders and Program Managers responsible for managing grants and procurement.

About the Opportunity

Reporting directly to the Chief Operations Officer, the Security and Fleet Manager works collaboratively with the Safety and Security Manager to ensure the safety and security of all Abt personnel, contractors, partners, and property. The Security and Fleet manager will manage a team to deliver the following:

Safety and Security

Actively manage the safety and security of all personnel and property during business hours and ensure the level of safety and security is maintained by a contracted private security provider(s) outside of these hours (albeit still being available for critical issues).

The role is jointly responsible for managing security incidents, medical evacuations, and crisis management.

Fleet

Manage the procurement, maintenance, daily management and disposal of a comprehensive fleet of vehicles across PNG that support personnel to deliver program activities including the transportation of staff. The security and fleet manager is responsible for overseeing the management of the fleet and associated technologies and property for business purposes while ensuring the safety and security of personnel.

The Security and Fleet Manager will:

  • Ensure the security and fleet team work collaboratively with the six programs supporting them to meet their program objectives
  • Work collaboratively with all Shared Services teams
  • Ensure Value for Money (VfM) of security services and daily operations
  • Provide capacity building and support development opportunities across the team
  • Ensure clear and concise communication across safety and security personnel, promoting a “one team” approach
  • Provide timely accurate reporting in all areas of responsibility in line with Abt Global policies and processes.

Key responsibilities

Security Management

Jointly responsible with the Safety and Security Manager for providing a responsive and effective security service for all personnel employed under Abt Global in Papua New Guinea, the Security and Fleet manager will:

  • Work with the PNG Safety and Security Manager to establish an integrated operating model with shared accountability between roles
  • Provide advice to the COO, Country Manager and program leads on appropriate risk controls and mitigation strategies associated with program delivery and the local environment
  • Review and update the Program Security Plan, the Fleet Management Plan, and relevant sections of the Operations Manual, every 12 months or in accordance with changes to risk assessments, policy and process, legislation and associated governance
  • In collaboration with the Safety and Security Manager, review, update and implement changes of all safety and security documentation including the Abt PNG Safety and Security Plan and Abt PNG Fleet Management Plan
  • Support programs with risk-based safety and security planning for journey management and ensure relevant information, support personnel and infrastructure are utilised to mitigate security risks
  • Build and maintain networks with local police, security managers of other organisations including the Australian High Commission in PNG and security providers to remain abreast of the existing risk environment and ensure preparedness of Abt Staff and resources to respond to safety and security incidents and larger scale emergency/disaster issues
  • In consultation with the Chief Operations Officer oversee the performance of the security contractor, ensure compliance with all service standards under the contract, report non-compliance issues and take action to mitigate non-compliance issues
  • Oversee and maintain a 24hr/7 days per week oversight to ensure safety and security incidents, medical emergencies and critical incidents are responded to and managed in a timely manner and within policy and governance protocols
  • Coordinate medical evacuations for Abt program personnel in accordance with ISOS protocols and requirements
  • Review security environment daily and issue updated advice to all Program personnel as required
  • Ensure all Program related equipment (including radios, EPIRBs, satellite phones, GPS locators and car-based systems) are in working order, programmed correctly and distributed to Program personnel as required
  • Conduct security assessments of workplaces and international personnel residences and provide recommendations
  • Manage and accurately report safety and security breaches and incidents in line with Abt WHS governance. Provide advice and recommendations to the COO and Operations Leads on Program related incidents including a course of action
  • Manage the development and implementation of contextualised policies, processes, and templates relevant to the safety and security environment to improve efficiency and effectiveness that meet programs and DFAT regulatory requirements.
  • Provide all new Program personnel with extensive orientation on safety and security protocols within 24 hours of arrival in country
  • Provide refresher training to all Program personnel at least six monthly or more frequently when individual situations warrant
  • Conduct regular safety and security asset audits and provide reports to the Operations Lead bi-annually
  • Maintain a current Advanced First Aid Certificate
  • Other duties as directed by the COO.

Fleet Management

Part of the Security and Fleet Manager’s role is to oversee and optimize the operational efficiency of the Abt PNG Fleet to ensure efficiency, safety and cost effectiveness. Responsibilities include:

  • Manage a team of 22 including the Fleet Manager, Fleet Supervisor, Administration and Drivers (19)
  • Managing the fleet life cycle; procurement, maintenance and disposal
  • Oversee Fleet Management Pro data base
  • Financial delegate for all fleet fuelling, servicing, repairs and maintenance
  • Oversee fleet management team to ensure:
    • maintaining register of vehicles, allocations, maintenance/ service/fuel, registrations/ insurances, and drivers’ licence expiry dates
    • Adviser and LES compliance with MV Usage and Code of Conduct
    • Ensure GPS tracking is managed and reported
    • Efficient and reliable transport is provided and meets Program needs
    • Program vehicles comply with relevant Abt policies and PNG law

Leadership and Team Management

  • Provide leadership and supervision of the Fleet and security teams including staff performance management and capacity building of staff
  • Create and maintain cohesive teams built on trust, transparency, and open communication through regular team meetings
  • Build capacity of all staff in safety and security protocols, radio communication/maintenance, and incident reporting
  • Other duties as requested by the Chief Operations Officer.

Key deliverables

  • Deliver services as per the Abt PNG Safety and Security Plan and update accordingly
  • Responsive and effective management of all incidents in line with Abt and client processes
  • Security Service Provider Contracts managed to quality and standards
  • Assets, equipment and registers are maintained and managed appropriately
  • High level of responsiveness to AHC issues and requests
  • Build and maintain open, productive, and outcome-oriented relationships with key internal and external stakeholders including AHC and GoPNG
  • Quality reporting, milestones, deliverables and KPIs are submitted on time and meet internal (Abt) and external (AHC) requirements

About You

Qualifications

  • Minimum Level 6 Diploma in a Safety and Security discipline or demonstrated equivalent experience
  • Demonstrated experience in Facilities, Logistics, Warehousing, and Inventory Management (or similar)
  • Certificate IV in Frontline Management (or equivalent)
  • Demonstrated experience and competence with formal and informal security training in the Aid and Development context
  • Advanced First Aid
  • Class 3 PNG Drivers Licence or the ability to get one.

Knowledge

  • Understanding of PNG security context – various actors, infrastructure and resources across PNG
  • Understanding of social, and political context
  • Knowledge of contemporary and technological approaches in security
  • Understanding of the strategic purpose of the Australian PNG Partnership
  • Understanding of Gender Equity, Disability and Social Inclusion (GEDSI) principles and how they might be applied in the safety and security environment.

Skills/Experience

  • Demonstrated 8 to 10-years’ experience in safety and security management including development and operationalisation of Safety and Security Plans and Crisis Management Plans.
  • Experience operating in Melanesian Pacific context – preferable PNG.
  • Experience working in the international development context and interacting with a broad range of international and national staff preferable
  • Experience in managing and maintaining facilities including vehicle fleets, office spaces and storage.
  • Experience in supply chain management, logistics and asset management, storage and audit functions.
  • Experience in procurement and contract management of security services and fleet/facilities maintenance service providers.
  • Capacity to work in challenging environments with excellent communications skills in a culturally diverse setting.
  • Proven ability to manage emergency situations in a complex environment.
