Introduction

The Maryland Department of Labor, (MD Labor),\r\nDivision of Unemployment Insurance is accepting applications from qualified candidates\r\nfor the position of�UI Professional VII-Supervisor. This recruitment will be used to fill\r\ncurrent and future vacancies. The resulting eligible list will be maintained\r\nfor one year after the closing date of the announcement.\r\n

Main Purpose of Job

Supervise and coordinate the efforts of a unit comprised of Claim Center UI Professionals I-V to provide high-quality, customer-focused services that regulate the distribution of Unemployment Insurance benefits in accordance�with established guidelines, to support the economic stability of the state.\r\n

POSITION DUTIES

Prepare regular reports for the UI Claim Center Director or the Director of Benefits for MD Unemployment�Insurance to indicate the workload and support adjustments in staffing. Foster a business-friendly environment�by leading an Unemployment Insurance team in the event of a bulk claim situation at a business site to assist in�processing claims related to mass layoffs or holiday plant closings. Process daily error reports to ensure timely�and quality determinations/decisions. Investigate operational problems and propose solutions to the UI Claim�Center Director. Monitor corrective action plans to ensure compliance with the terms of the plan. Compile�and maintain legible, accurate records documenting the progress of individual staff and conduct and complete�the evaluations of an assigned unit of UI Benefit Professionals, utilizing the Performance Evaluation Program�(PEP) process. Ensure corrective action is taken, as warranted, utilizing the Performance Improvement Plan�(PIP) process. Initiate progressive disciplinary actions subject to the review of the UI Claim Center Director\r\nand the Director of MDUI Benefits, when necessary. Recommend personnel actions to the UI Claim Center�Director and the Director of MDUI Benefits regarding issues that involve individual staff, such as promotions,�probations or disciplinary matters. Approve and deny leave requests from subordinate staff dependent upon�workload constraints and according to established policy. Approve and sign monthly and Workday biweekly�time sheets. May provide technical assistance to Department of Information Technology (DoIT) and the�Unemployment Insurance Training Coordinator. May participate on interview panels to select new employees.\r\n

MINIMUM QUALIFICATIONS

Applications that meet the minimum and\r\nselective qualifications will be referred to the hiring manager for interview\r\nselection. Units will select those candidates most closely demonstrating the\r\nqualifications for interview.�\r\nExperience: Ten years or nine years of experience, six years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work. (Two years of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) and an additional four years of experience in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program.\r\nNotes:\r\n1. Candidates may substitute an additional six years of experience in administrative staff or professional staff work for the four additional years of experience. One year of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures.\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work. (Two years of this experience must have involved one or more of the following: the supervision of other employees, applying rules and regulations, or exercising responsibility for the development of policies or procedures) for the required experience.\r\n3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.\r\n

SELECTIVE QUALIFICATIONS
