The Senior Contract Management Professional negotiates and maintains complex Subcontract Agreements, and applicable file documentation in support of a U.S. Government Prime Contract in accordance Company Policy and Contractors’ Purchasing Systems Review (CPSR) requirements. The Senior Contract Management Professional also participates in the development and administration of the Small Business Subcontract Plans and mandated reporting.
The Senior Contract Management Professional will be responsible for Subcontract Administration functions under U.S. Government Prime contracts including Direct, Non-Commercial Item and Commercial Item Subcontracts. These responsibilities include managing, executing, tracking and reporting all steps of the procurement process in a manner that would pass a CPSR which include but are not limited to the following activities: Ensuring the Purchase Request contains all required elements and documentation (e.g. Sole Source or Single Source Justification form if applicable, Statement of Work) required prior to the development of a Request for Proposal (RFP), Creating an RFP package tailored to the product or service being procured, Determining the appropriate Federal Acquisition Regulations (FAR) ,Defense Federal Acquisition Regulations Supplement (DFARS) clauses and Special Prime Contract Terms and Conditions applicable to the procurement and correct interpretation and application each, Negotiating all elements of the Subcontract that results in holding Subcontractors accountable and providing adequate protection for both Humana Government Business and the Government, Analyzing Subcontractor proposals packages for completeness ,responsiveness and reasonableness, including Change Order proposals, Conducting Cost analyses and Price analyses, and maintaining all other required procurement file documentation in a manner that will pass a CPSR. This role will be required to conduct research related to Subcontract Terms and Conditions, Performance Requirements, and Entitlement Cases to provide appropriate guidance and recommended solutions to internal Business Partners and Leadership. The Senior Contract Management Professional will also administer the Humana Government Business Small Business Program including preparation of Small Business Subcontracting Plans, ensuring attainment of Small Business Goals, submission of Small Business Subcontracting Plan reports to the U.S. Government, and identifying Small Business partners. The Senior Contract Management Professional performs moderately complex work, uses independent judgment in the analysis of significant issue identification and resolution, and the position requires a lower degree of management oversight. The Senior Contract Management Professional should be able to draw from prior experience or knowledge of best practices and be able to respond and adapt quickly to changing organizational needs. Individuals in this role must already possess the skills, sufficient experience, demonstrated knowledge and training to adequately perform the responsibilities outlined in this job description with minimal instruction.

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.
$86,300 - $118,700 per year
This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
