Background and objectives of assignment
The Dutch Fund for Climate and Development (DFCD) supports private sector investment in climate adaptation and mitigation, including in Least Developed Countries (LDCs). SNV, through DFCD’s Origination Facility, works in Cambodia to identify and support high-impact businesses with technical assistance and catalytic grants.
This assignment aims to produce a 3-minute video that showcases how DFCD enables climate-resilient private investment in Cambodia, using the country as a flagship case study for DFCD’s work in LDCs. The video will premiere at an event in Phnom Penh in August 2025 and will serve long-term communications and profiling goals.
Objective 1: Position SNV as a credible and experienced partner for unlocking private sector investment in climate resilience in LDCs, by demonstrating its track record in Cambodia under DFCD.
Objective 2: Highlight DFCD-supported businesses in Cambodia – past and present – including SOGE, Kofi, AMRU, and potentially Kirirom.
Objective 3: Illustrate the potential for community-level impact as a result of DFCD’s support, such as improved farmer incomes, more reliable access to water and energy, and strengthened resilience to climate risks, based on the models and ambitions of partner businesses.

A dynamic, visually engaging 3-minute video that captures Cambodia’s DFCD journey. Through interviews with businesses like SOGE, AMRU, and Kofi, and reflections from project sites, the video will show how SNV’s blend of technical assistance and de-risking support through DFCD enables inclusive, climate-resilient business models – from solar irrigation to sustainable processing and regenerative farming. The film will also illustrate the anticipated community-level benefits these investments aim to deliver: improved livelihoods, greater water and energy access, and enhanced resilience for smallholder farmers in the face of climate shocks.
Contract project fees and duration
The consultant will be contracted for an estimated 10–12 working days between mid-June and early August 2025. Final delivery is expected by 10 August 2025.
