Job Summary:

The Health Program Officer (HPO) is the primary contact for all refugee health related issues in the state of Kansas. The HPO also serves as the State Refugee Health Coordinator (SRHC) for Kansas, providing health expertise and complementing the responsibilities of the State Refugee Coordinator (SRC). S/he facilitates, coordinates and monitors all statewide activities related to the Medical Screening (MS), Refugee Medical Assistance (RMA) and Refugee Health Promotion (RHP) programs. This position reports to the SRC for Kansas.

Major Responsibilities:

Refugee Medical Assistance and Screenings

  • Ensure refugees and ORR-eligible populations have access to Refugee Medical Assistance, Medical Screenings, and Refugee Health Promotion services in Kansas.
  • Coordinate RMA, MS and RHP activities across state and monitor RAs and clinic providers for compliance.
  • Collaborate with National Medical Replacement Designee.
  • Collaborate with clinics for refugee medical billing.
  • Ensure coordination between refugee resettlement agencies and health clinics to ensure access to medical care.
  • Provide technical assistance to ensure comprehensive and quality medical screening services.
  • Address interpretation, transportation and capacity issues at agencies and clinics to increase meaningful and timely access to medical screening, RMA, and RHP programs.
  • Inform partners of disease outbreaks or other public health crises occurring in ORR-served populations.
  • Coordinate the transfer of EDN health records for out-migrating and incoming secondary migrants.
  • Collaborate with USCRI for RMA policies and procedures to service providers.
  • Prepare donor narrative and data reports for RMA, MS and RHP programs.

Ongoing Healthcare

  • Support partners to ensure timely enrollment in RMA, MS, and RHP.
  • Troubleshoot complex medical issues with RAs, clinics, Kansas Medicaid and PCU insurance.
  • Engage in efforts to remove barriers to ongoing healthcare such as transportation and translation for clients and service providers.
  • Educate health care professionals, agency staff, state officials and/or other stakeholders on National Culturally and Linguistically Appropriate Services (CLAS) Standards and other refugee health issues.
  • Promote RHP by developing linkages between mental health service providers and refugee-serving organizations.

Health Education

  • Develop and distribute health education materials.
  • Develop training materials for mainstream providers on refugee health and other trainings to respond to provider-specific needs (and/or partner with community organizations to provide such trainings).

Partnerships and Outreach

  • Coordinate with partners to leverage expertise of state and local health departments.
  • Meet with USCRI on a regular basis to ensure RMA and PCU programs are running smoothly.
  • Meet with ORR DHS Liaison on a regular basis to ensure compliance to MS and other health related programs.
  • Identify and collaborate with new partners to promote refugee health and access to health services.

Job Requirements:

  • Bachelor’s Degree in Public Health or health related field required; advanced degree preferred.
  • Minimum 5 years progressive work experience managing a public health program preferred.
  • Minimum 5 years of experience in program monitoring, evaluation and grants management required; federal grant management experience highly desirable.
  • Budget management experience preferred.
  • Solid organizational skills with ability to multi-task, set priorities, effectively manage time and meet deadlines. Ability to be flexible and work well under pressure in a fast-paced team environment. This person oversees refugee health services and should be able to engage off office hours if needed to respond to health-related emergencies.
  • Proven ability to negotiate and work with stakeholders; experience with organizational capacity strengthening and partnership building.
  • Ability to travel frequently to different areas in Kansas where refugees are resettled and participate in conferences, trainings and meetings.
  • Strong computer skills, including Microsoft Office Suite, cloud-based applications and databases.

Work Environment:

  • Standard work environment. Expectation to travel within local community for partner meetings and events. Expectation to occasionally travel and participate in meetings throughout the state.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
