With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

Background

In the WASH sector, UNICEF is supporting the government in achieving the national targets outlined in the WASH Policy 2015-2030, WASH in Schools Policy &Standards 2024-2028, and the National Roadmap for Improving WASH in Health Care Facilities 2023-2030. One of its outputs presented in the Country Programme Document 2024-2028 is to strengthen governance systems and budgets to deliver child-friendly, gender-responsive, inclusive, climate-resilient WASH services and social and behavioral change. The strategies applied include the following:

• System strengthening and capacity development for a more enabling policy, budget and strategy environment, for stronger institutional systems, and for effective social and behavioral change.
• Strengthening resilience of services and communities
• Community engagement and social and behaviour change that adheres to minimum quality standards for community engagement and gender-responsive WASH.
• Seeking out and encouraging innovation.
• Advocacy and communication,
• Data, research, evaluation and knowledge management.

The implementation of WASH projects is ongoing in Jiwaka, Morobe, Enga, and Central Provinces. In many of these projects, UNICEF is developing innovative and contextualized models that need to be documented.

• Klinpela Banz Projek: In partnership with the United Nations Office for Project Services (UNOPS) and Water PNG, UNICEF is supporting the Government of PNG to implement the EU-funded Klinpela Banz Projek, as part of the effort to realize the objectives of the National WASH Policy. The capacity development plan for North Waghi has been drafted and needs to be finalized.
• Conflict-sensitive, Climate-resilient, and Child-friendly WASH: In partnership with CARE International, UNICEF is implementing a project funded by the International Cooperation Agency (KOICA) that focuses on conflict-sensitive, climate-resilient, and child-friendly WASH as a catalyst for peace for children. The innovative approaches developed for this project address issues related to conflict, climate change, WASH, education, and child protection, and need to be documented.

Scope of Work:

Analyze and document WASH sector budget and expenditures

• Identify key donors in WASH sector in PNG
• Describe sector expenditures pathway (from the donors / allocation to the end-users)
• Collect and analyze budget related information (budget allocations, funding, financial sources, 2024 and 2025 expenditures; 2026 planned)
• Analyze WASH funding trends in PNG
• Presentation of key findings on WASH sector expenditures to relevant stakeholders.

Knowledge management

• Document key activities, lessons learned, and best practices to produce knowledge products
• Lead on the delivery of knowledge products for the project working closely with UNICEF WASH specialist
• Ensure all project related data and documents are organized and maintained in an accessible format for ease of access and referencing.
• Manage the collection, analysis, and sharing of relevant data, information, and documents among stakeholders.

Support to quality monitoring & Reporting of WASH project

• Support WASH Team and its partners on quality check of many deliverables (consultant report, implementing partner’s submissions/reports, data collection/reporting tools,…)
• Contribute to program reporting in accordance with the WASH annual work plan and the project delivery schedule.
• Lead and deliver on a ‘end of project survey’ in close consultation with project stakeholders in close consultation with UNICEF WASH specialist.
• Support capacity development activities conducted by UNICEF and its implementing partners
• Contribute to Programme planning and monitoring and provide general program support to WASH section as and when required.
• Prepare monthly reports on Project delivery progress and outputs.

As a champion for every child, qualifications are…

Bachelor’s degree in

• Knowledge Management; Project development, Policy development; Research; Climate and Environment; WASH; Social services, Communication. Experience in working in an emergency setting is required.

Required qualifications and experience for the consultants/institutions

• Extensive experience in analyzing and synthesizing information to create compelling arguments or narratives
• Research Skills, especially conducting thorough research to ensure accuracy and depth in the writing
• Highly experienced in Programme management and reporting
• Proof of at least two knowledge document developed by the candidate.
• Ability to develop knowledge products
• Knowledge of national budgeting system
• Ability to mobilize partners includes government counterparts, CSO and private sector and to facilitate workshop
• Commitment to deliver the final products in line with the set TOR within the agreed timeline.
• Knowledge of challenges and issues on development of WAASH sector in PNG including human rights, climate resilience, conflict and vulnerability in PNG will be an asset.
• Fluency in English is required. Knowledge of an additional local language is an asset.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation, and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
