People in Need (PIN) Armenia is seeking an experienced External Evaluator (individual or team) to conduct the final evaluation of a humanitarian project funded by DG ECHO and implemented in partnership with Médecins du Monde and Mission Armenia.
The project supported over 40,000 conflict-affected individuals with services in mental health and psychosocial support (MHPSS), protection, shelter/winterization, and multi-purpose cash assistance.
Key Responsibilities
- Design and carry out a performance-based evaluation
- Assess the relevance, coherence, and effectiveness of the project
- Evaluate alignment with national priorities and emergency response needs
- Analyze collaboration between consortium partners and other actors
- Identify lessons learned and make practical recommendations
- Submit a final evaluation report (max. 20 pages), including tools and respondent list in annex
Deliverables
The final report (in English) should include:
- Executive Summary (max 2 pages)
- Introduction & Methodology (max 3 pages)
- Findings & Discussion (max 10 pages)
- Lessons Learned & Recommendations (max 6 pages)
- Annexes: tools, list of respondents with roles, locations, contacts

Requirements
Essential:
- At least 5 years of professional experience in working in a humanitarian context and conducting humanitarian project evaluations;
- Proven experience and knowledge of conducting quantitative and qualitative research;
- Excellent analytical skills;
- Significant practical experience in report writing and formulation of recommendations;
- Excellent spoken and written English.
Preferred:
- Experience evaluating ECHO-funded projects;
- Previous experience with results‐based monitoring and evaluation methodologies;
- Russian language will be considered an advantage.
