Fiji Program Support Platform (FPSP)

Program Overview:

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, GEDSI, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes:

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) & Management Information System (MIS) Officer will support data collection, management, analysis, and reporting functions across the FPSP Platform to strengthen evidence-based decision making and adaptive programming. The role will support the maintenance and improvement of the Management Information System (MIS) while ensuring high standards in data quality, analysis, and reporting, particularly in line with DFAT requirements.

The ideal candidate will be detail-oriented, technically proficient in data systems and analysis, and have a strong understanding of MEL principles and practices. This is an excellent opportunity for an early to mid-career professional to contribute to a dynamic team and ensure that robust data underpins impactful development work.

Key Responsibilities:

Data Collection & Quality Assurance

  • Coordinate and support data collection activities across the Platform, ensuring alignment with program indicators and MEL frameworks.
  • Ensure completeness, consistency, and accuracy of data submitted by implementing partners and program teams.
  • Conduct periodic data quality assessments and provide technical assistance to Platform staff to improve data quality.

MIS Management & Data Analysis

  • Support the ongoing maintenance, refinement, and user support of the Platform’s MIS in consultation with the selected MIS vendor.
  • Upload and maintain up-to-date datasets and ensure proper documentation of data sources, metadata, and data flows.
  • Conduct routine data analysis to identify trends, gaps, and performance insights that inform program strategy and reporting.

Evidence-Based Reporting & Learning

  • Prepare high-quality data summaries, visualizations, and dashboards to support internal learning and DFAT reporting requirements.
  • Contribute to the development and updating of MEL tools, templates, and guidance documents.
  • Support periodic reviews and evaluations by compiling and analysing relevant monitoring data and contributing to learning products.

General

  • Participate in team learning sessions, Communities of Practice, and cross-cutting platform initiatives to strengthen MEL and data management capacity.
  • Undertake other MEL- or MIS-related duties as required by the Performance and MEL Manager or other team leads.

Key Deliverables:

  • A functional and up-to-date MIS that meets Platform and DFAT reporting requirements, with clear documentation and user support.
  • Accurate and timely datasets submitted to the MEL team from across Platform partners, with documented data quality checks.
  • Regular data analysis summaries and dashboards that highlight progress against indicators and support adaptive decision-making.
  • MEL data inputs prepared for six-monthly and annual DFAT reports, in line with reporting timelines and formats.
  • Tools and templates developed or refined for data collection, reporting, and analysis across the Platform.
  • Participation in internal learning activities, contributing data insights and lessons to strengthen program quality and performance.
  • Timely support provided to evaluations, learning studies, and strategic reviews with relevant data and analysis.

Selection Criteria:

Qualifications

  • Undergraduate degree in Monitoring and Evaluation, Statistics, Information Systems, or a related field.

Skills and Experience

  • Demonstrated ability to work effectively in cross-cultural, high-performing teams, with strong initiative, adaptability, and attention to detail.
  • Up to 2 years of professional experience in MEL, data management, or MIS support—preferably within the international development, public policy, or donor-funded program context.
  • Experience supporting the design, maintenance, and use of Monitoring Information Systems (MIS), including data entry, analysis, and generating reports.
  • Strong data analysis skills, with demonstrated ability to generate clear, actionable insights from quantitative and/or qualitative data using Excel, Power BI, or similar tools.
  • Understanding of MEL frameworks, indicator tracking, and performance monitoring aligned with donor reporting (e.g., DFAT).
  • Experience with data quality assurance processes, including verification, cleaning, and validation techniques.
  • Familiarity with digital data collection tools (e.g., Survey Monkey, Kobo Toolbox etc) and reporting platforms is desirable.
