[What the role is]

The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes. AVS works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the First Responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our biophilic City in Nature.

The Veterinary Science Programmes team under the Community Animal Management Division of AVS develops animal welfare and management policies, conducts research to support operations and policymaking, and engages stakeholders on these policies. We are looking for individuals to lead initiatives that leverage human behaviour change tools to improve public policy outcomes.

[What you will be working on]

  • Scoping, management and oversight of research collaboration/grant study on human behaviour change strategies
  • Develop and implement behaviour change strategies to:

o Improve responsible pet ownership practices, including sterilisation

o Increase compliance with pet licensing requirements

o Improve community mindedness, tolerance on pet ownership, community animal caregiving and urban wildlife, and reduce human-animal conflict and disamenities feedback

o Discourage illegal feeding of wildlife, such as birds

  • Oversee research projects and synthesise findings to inform policy recommendations, process improvements and future behavioural interventions.
  • Carrying out administrative process including verification of documents, procurement, and assistance with event logistics
  • Any other duties as required to ensure daily function of the branch.

[What we are looking for]

  • Area of studies in Behavioural Economics, Psychology, Implementation Sciences or related field
  • Experience in human behaviour change strategies preferred
  • Keen interest in public policy and government operations
  • Experience in data analysis
  • Proficiency in using tools such as data analytics software, GIS, and other relevant technologies will be advantageous
  • Strong problem-solving and communication skills
  • Ability to work independently and collaboratively in a fast-paced environment.

Only shortlisted candidates will be notified. Successful candidates will be offered an initial 2-year employment contract, with a possibility of further extension.
