This posting is for a temporary assignment as a Human Resources Business Partner (HRBP) from July 1, 2025, to July 1, 2026.

Position Summary

The Human Resources Business Partner supports Osseo Area Schools' mission—to inspire and prepare each and every scholar with the confidence, courage, and competence to achieve their dreams; contribute to community; and engage in a lifetime of learning—by providing strategic and hands-on HR support to internal and external stakeholders.

The Human Resources Business Partner (HRBP) is responsible for supporting the full employee life cycle within a dynamic K-12 school district environment. The HRBP works closely with leadership to align HR strategies with business goals. This position also ensures compliance with labor laws, district policies, and collective bargaining agreements. The HRBP works closely with leaders to recruit and retain top talent, manage employee relations, and ensure the effective implementation of HR systems, benefits, and data processes that advance the district’s mission and equity goals.

Primary Responsibilities

Strategic Partnership - 25%

  • Collaborate with senior leadership to develop and implement HR strategies aligned with the district’s mission, vision, and strategic objectives.
  • Provide expert guidance on HR matters, anticipating challenges and proposing proactive solutions to drive organizational success.
  • Support the district and HR team through transitions, by managing the human impact of these changes.
  • Communicate effectively with all levels of leadership to enhance their understanding of Human Resources processes, functions and solutions.
  • Drive initiatives to enhance organizational effectiveness and efficiency. Facilitate change management processes to support the district's evolving needs.
  • Utilize HR metrics and analytics to assess the effectiveness of HR programs and initiatives. Provide data-driven insights to inform decision-making and drive continuous improvement.
  • Participate in operations meetings within HR and provide insight and guidance on all Human Resource related topics.

Policy, Procedure and Best Practices - 25%

  • Ensure compliance with state, federal and local employment laws and regulations through efficient administration of district HR policies, procedures, programs and initiatives.
  • Provide guidance to staff and leadership on labor contracts, benefits, district offerings, etc.
  • Develop and maintain HR policies and procedures that align with best practices and legal requirements, as assigned.
  • Collaborate with union representatives and serve as a primary resource for understanding and guidance regarding contracts.
  • Serve as a resource for questions related to medical, dental, disability, life insurance, and flexible benefits.
  • Support open enrollment processes and benefits communication.
  • Ensure compliance with HIPAA, COBRA, and deferred compensation policies.

Employee Relations - 25%

  • Maintain visibility with all employees and address any issues and concerns that are identified in a timely and professional manner.
  • Work directly with leaders and supervisors to effectively promote positive employee relations.
  • Address complex employee relations issues, assist with investigations, and provide recommendations for resolution and implement resolutions.
  • Provide guidance and support between employees and leaders to resolve conflicts and improve workplace relations.

Recruitment and Selection and Staffing - 10%

  • In partnership with the HR team, lead the recruitment and selection efforts across the district for licensed and non-licensed staff, including job description creation, posting job vacancies, and applicant screening.
  • Collaborate with leaders to identify and address workforce development needs.
  • Provide guidance and technical support to hiring managers throughout the selection process.
  • Manage job postings and ensure compliance with district and union procedures.
  • Actively participate in training, onboarding/offboarding processes, and ensuring new hires are effectively integrated into the district.
  • Set salaries and apply labor contract provisions for new hires.

Performance Management - 10%

  • In partnership with leadership, implement performance appraisal systems and provide coaching to supervisors about the process.
  • Ensure implementation of specific development plans for licensed and non-licensed staff.
  • Work with school sites and leaders to provide support and assistance in achieving department/site/personal & professional goals.
  • Provide guidance on goal setting, performance reviews, and professional development plans.
  • Conduct employee meetings and assist in training and development sessions on various topics as needed.

Other Duties - 5%

  • Attend professional development workshops, seminars, and training.
  • Lead functional HR projects.
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a closely related field; OR
  • Equivalent combination of HR certification and minimum of 4 years of progressively responsible professional HR experience.
  • Proficient with Microsoft Office Suite and Google tools and applications, and HRIS systems.
  • Experience seeing the “big picture” and developing long-term HR strategies.
  • Highly effective writing skills and strategies, and communication skills to effectively interact with employees at all levels.
  • In-depth knowledge of all human resources disciplines, with a focus on recruiting, employee relations, project management, staff relations, and talent management.
  • Extensive experience in the administration of benefits and compensation programs.
  • Comprehensive knowledge of federal, state, and local laws and regulations governing human resources.
  • Strong knowledge of labor agreements and their impact on payroll and human resources.
  • Experience working collaboratively in a diverse work environment.
  • Experienced in investigation procedures and practices regarding workplace concerns, allegations, incidents, etc.
  • Demonstrated ability to perform in a fast-paced, rapidly changing environment with multiple competing priorities.

Preferred

  • Experience working in a school setting and/or nonprofit organization.
  • Familiarity with K-12 public education systems, policies, and compliance requirements.
  • Multilingual.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP)

Vision abilities required by this job include close vision to read documents and computer monitor screen.

Salary: $72,064 to $89,630 annually

Job type: Full-time, 260/261 days per year, temporary assignment from July 1, 2025, to July 1, 2026
