The ISEAS - Yusof Ishak Institute is a leading research centre dedicated to the study of socio-political, security and economic trends and developments in Southeast Asia and its wider geostrategic and economic development. Applications are invited for:
Assistant Manager/Manager/Assistant Director, Human Resources (18-Month Contract)
Opportunities for contract renewal/emplacement to permanent establishment will be considered, subject to headcount availability and performance.
[What you will be working on]
As part of the HR team, you will work with senior management, divisional directors, and programme coordinators to develop and implement total HR solutions to achieve organisational, operational and people excellence.
You will play a strategic and hands-on role in a broad range of HR functions, with a primary focus on talent attraction, acquisition and employee life cycle activities.
Job Responsibilities:
Strategic HR Operations (65%)
Strategic/Planning Level:
- Provide strategic guidance to hiring managers on workforce planning, job design and competency requirements to meet evolving needs
- Develop and implement talent acquisition strategies and policies to strengthen employer branding and improve candidate experience
- Research and cultivate strategic relationships with potential talent sources to strengthen recruitment channels and build sustainable talent pipelines
- Design innovative talent solutions for specialised research positions
Process/Systems Level:
- Develop and maintain comprehensive Standard Operating Procedures for full employee lifecycle processes from recruitment through to exit, ensuring consistent and effective HR service delivery
- Lead HR transformation projects to improve processes through automation and digitalisation, including Workday system enhancements to improve user experience
- Drive excellence in personnel records management through systematic review and enhancement of documentation processes
- Identify, establish and analyse key HR metrics and collate critical statistics for reporting and dashboarding
Operational/Implementation Level:
- Oversee the employee life cycle, including end-to-end recruitment, onboarding, development and exit management
- Manage contingent workforce and visiting fellowships to augment the Institute's workforce
- Oversee staff records and personnel files creation and management to ensure robust compliance with data governance requirements
- Manage end-to-end work pass administration including applications, renewals, cancellations and liaison with relevant government authorities
- Collaborate in the development of talent pipeline through internships, scholarships and associate fellowships
Employee Experience & Engagement (35%)
Strategic/Planning Level:
- Develop and review leave and benefits policies to ensure alignment with public service guidelines while meeting organizational needs
- Support employee health and well-being initiatives including wellness programmes, staff activities, and recognition schemes
- Collaborate in the planning and execution of staff events such as townhalls, learning days and other institute-wide events
Process/Systems Level:
- Develop and maintain Standard Operating Procedures for leave and benefits administration to ensure consistent service delivery
- Oversee HR operational expenditure related to talent acquisition, medical benefits, and insurance coverage while ensuring cost-effective outcomes
Operational/Implementation Level:
- Oversee comprehensive leave and benefits administration, including WICA claims and group insurance matters
- Manage corporate transport claims and travel insurance arrangements

Requirements:
We are looking for self-driven individuals who can work autonomously and flexible to lean in and support the team when required. The ideal candidate should be comfortable in navigating ambiguity and exploring fresh ideas and concepts to deliver desired results. This individual should also have a keen appreciation for ISEAS’ unique operating context as both an independent research centre and a statutory board.
Remuneration and benefits will depend on the candidate’s qualification and experience.
