Responsibilities

Noblis ESI is seeking an experienced Senior Contract Portfolio Management Specialist to support our government client in Linthicum, Maryland.

This role offers a unique opportunity to contribute to national security by leveraging your expertise in acquisition, program execution, and contract oversight. You will play a key role in ensuring successful program delivery and efficient resource allocation within DC3. This position requires a strong understanding of DoD and Air Force policies and procedures, including JCIDS and PPBE.

Provide comprehensive program management support, including planning, scheduling, budgeting, and leading cross-functional teams to meet cost, schedule, and performance objectives. Responsibilities include supporting acquisition and procurement activities, developing solicitations, managing contracts, evaluating proposals, and overseeing contractor performance. You will also conduct program reviews, report status, support key events, and implement risk mitigation strategies, while maintaining effective communication with all stakeholders.

Responsibilities Include:

  • Financial Coordination & Spend Plan Reporting: Coordinate with the FM shop and PMO to provide accurate financial statistics and contract-related funding information from the CMO. Maintain awareness of obligations, burn rates, and funding expiration timelines, compiling that data for reporting.
  • Contract File and Records Management: Manage the DC3/ER SharePoint and IT systems and coordinate with XT stakeholders to make updates and provide access.
  • Dashboard Development and Management: Develop and manage a DC3/ER dashboard to track and monitor ER financial, acquisitions, logistics, and program management programs.
  • Interagency Agreement Management: Serve as the lead for managing 7600A interagency agreements and coordinate with the XE Directorate for data entry, tracking, and submissions.
  • Contract Support: Support assigned contracts by assisting with acquisition planning, documentation review, and Contracting Officer Representative (COR) support.
  • Integrated Product Team (IPT) Leadership: Serve as the ER POC for all IPTs for new DC3 initiatives. Lead, attend, and support IPT meetings, providing ER support as needed.
  • GSA Invoicing and PEC Alignment: Assist with GSA invoicing and PEC alignment to ensure funds on contract are being utilized appropriately.

Required Qualifications

  • Active Top Secret/SCI clearance.
  • US Citizenship is required.
  • Bachelor's degree with a minimum of 10 years of Contract Management expertise in DoD or Intelligence Community (IC) settings.
  • DAU Level 1 or COR certification.
  • Experience delivering complex technical projects on time and within budget.
  • Experience creating and maintaining partnering relationships with business leaders at the executive level.
  • Experience with creating presentations, training material, reports, and templates for use at the executive level.

Desired Qualifications

  • PMP or equivalent certification.
  • Experience in strategic initiatives and collection design.
  • Strong oral and written communication skills.
  • Self-motivated with the ability to work independently within a team environment.
  • Ability to adapt to changing situations.
  • Ability to travel up to 10% of the time.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $117,800.00 - USD $184,100.00 /Yr.
