This is a highly specialized and advanced technical role that involves conducting statewide budgetary analysis for the Office of Children, Youth and Families’ (OCYF) $2B child welfare Needs-Based Plan and Budget program. This program spans 67 county children and youth agencies and incorporates multiple federal, state, and local funding sources. The role also involves the aggregation of program and fiscal data from four regional locations to create statewide service projections and develop spending formulas for the allocation of state, federal, and county funds to the 67 county child welfare budgets.

In this position, you will oversee the Needs-Based Plan and Budget (NBPB) program by reviewing budget submissions from county children and youth agencies (CCYAs) to ensure they comply with NBPB guidelines, fiscal and program regulations, and applicable laws. You will analyze the organizational, operational, and contractual elements of each plan to assess the justification for funding requests. Your responsibilities include evaluating budget requests and amendments for completeness, accuracy, and alignment with financial requirements, reimbursement rules, and annual NBPB guidelines. Additionally, you will support the division director in maintaining and updating the annual NBPB automated system, review tools, statewide summaries, and programming needed to finalize certified expenditures and allocations for each county. You will compile and prepare statewide NBPB data for presentation to departmental and the Governor’s budget offices, providing key fiscal and statistical information. This position also involves analyzing and monitoring quarterly expenditure reports from CCYAs to track over- or under-spending, ensure the proper use of federal funds, and verify compliance with federal terms and departmental invoicing procedures.
