Job Description
Under the strategic guidance of the CHRO, the Deputy Director, Operations will assist with the oversight and compliance of the Human Resources department.
General tasks and responsibilities will include:
- Assists the CHRO with daily compliance and operations of the HR department.
- Supervises the Assistant Personnel Director of Compliance, and the Assistant Personnel Director of Employment; provides ongoing support to their HR team members.
- Under direction from the CHRO, works with senior executives and management teams to lead, manage, influence, and shape organizational change with a focus on hospitality.
- Consult, collaborate, and guide distinct areas of HR, such as employment, wages, and compliance to streamline processes
- Improves transactional processing time by using industry best practices and using innovative ideas.
- Provides guidance and advise facility leadership on HR-related matters, including policies and procedures.
- Maintains HRIS and other data management systems with accurate personnel data.
- Work collaboratively with primary stakeholders to develop and implement best practices guidelines and protocols; maintains and shares key metrics that will be used to continually drive process improvements.
- Collaborates with Central HR, Legal Affairs, Corporate Compliance, Labor Relations, EEO, Payroll, EITS, OHS, and other departments as needed to support the facility workforce and resolve complex issues.
- Ensures facility management adheres to all maintenance of compliance records, including performance evaluation completion, licensure, primary source verifications, education, etc.
- Runs quality assurance (QA) reports and audit HR records randomly and consistently and to ensure ongoing preparedness for all regulatory surveys.
- Ensures facility remains in compliance with all HR-related regulatory standards.
- Assist in the prompt investigation and resolution of complaints within assigned HR areas of purview.
- Participates in performance improvement initiatives.
- Supports the implementation of NYC Health + Hospitals’ Personnel Orders and Pay Authorizations issued by Central Office; Oversees local Wage & Salary staff.
- Performs all other related HR duties as assigned.
Minimum Qualifications
1. Master’s degree from an accredited college or university in Business Administration, Engineering, Health Care Specialization, Physical or Social Sciences or a related discipline; and five (5) years of progressively responsible administrative, managerial and/or consultative experience; or
2. Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and six (6) years of progressively responsible administrative, managerial and/or consultative experience; or
3. Satisfactory equivalent combination of training, education and/or experience. However, all candidates must have a minimum of a Bachelor’s degree in disciplines, as listed in “1” above.
Department Preferences
- PHR or SHRM-CP preferred
- Bachelor’s Degree in a relevant filed from an accredited college or university
- 5 to 8 years of experience
- Ability to build and maintain effective working relationships
- Data-driven and results-oriented
- Demonstrates strategic and operational agility
- Effectively communicates mission and vision
- Experience in human resources healthcare in a large and complex setting
- Effective critical evaluation of human resources information systems
