Position Specific Description

The Fusion Center Fiber Network Operations Service Delivery Leader is tasked with overseeing the daily functions of the Fiber Network Operations Center, ensuring reliable monitoring, maintenance, and restoration of the organization’s fiber optic infrastructure. This role includes coaching and leading a shared team of NOC technicians, managing incident responses, escalations, and adhering to service-level agreements (SLAs) and performance targets. Elevating team capabilities to support expanding fiber services and creating detailed knowledge guides for NOC use are key responsibilities.

With skills in analyzing fiber light levels, interpreting OTDR and packet capture data, thriving on technical challenges, and experience with products from Nokia, Ciena, Fujitsu, and Cisco—alongside a deep understanding of optical, transport, and MPLS networking—you might be an ideal fit for our team. The position reports directly to the IT Technology Manager at the Fusion Center Miami Operations Center (FCM).

You'll work across IT and OT business areas, management, project managers, and Power Delivery to ensure projects are delivered and transitioned to the Fusion Center Network Operations in full operational status for maintenance. Acting as an escalation point for issues in our 24/7/365 environment, you'll maintain system availability and performance.

This leader oversees our circuit inventory, Nokia NSP, OSPInsight, and all IOC fiber optic processes, ensuring documentation accuracy and infrastructure security. Effective communication and support staff training are crucial. Specialized expertise to interpret IT/OT challenges and recommend best practices for resolving complex problems, fiber cuts, and outages, while coordinating with vendors and carriers, is essential. Proficiency in Cisco, Arista, and fiber technologies is necessary for supporting an enterprise network.

Experience and Expertise:

  • Strong knowledge in information technologies and telecommunications.
  • Experience with data, voice, and wireless networks including routing and switching, and Optical/CWDM/DWDM platforms; Nokia 7705 SAR-8 & 7750 and all Cisco and Arista platforms required.
  • Responsible for strategic and tactical turnover plans with projects and engineering for FCM support in optical telecommunications network facilities including fiber optics, optical backhaul, and data communications for all systems.
  • Training the FCM on fiber engineering standards, documentation, product lifecycle projects, and new design turnover packages.
  • Provide supplemental engineering services for the Fusion Center Team.
  • Develop and participate in IT / OT infrastructure initiatives and appropriate telecommunications/information technology initiatives.
  • Assist in managing and prioritizing workloads to meet budgets for network improvements, aligned with network planning.
  • Deliver FCM Tier 2/3 level support/maintenance.
  • Experience with telecommunications transport and wireless systems including Optical, Microwave, Cellular, and SCADA systems.
  • Proficient with standard computing applications and documentation tools (drafting, as-built, prints, etc.).
  • Effective communication skills to convey complex technical issues in business terms.
  • Capable of collaborating with all management levels, vendors, and internal/external groups, influencing positively across the organization.
  • Understand engineering/analysis/design discipline and methodology.
  • Organize tasks, manage priorities, meet schedules, and deliver on customer commitments and SLAs.

Preferred Qualifications:

  • Supervisor/Management Experience: 2+ years
  • Certification a plus: Nokia NRSI, SRA, Cisco CCNP, CCDP, or CCIE
  • More than 5-7 years of industry experience with IT Technology and Security Standards, optical transport technologies, large enterprise or utility Cisco, Nokia, Palo networking, and knowledge of network hardware and protocols.
