Deputy Court Administrator/HR Director

JOB PURPOSE AND OVERVIEW

Housing Court seeks an experienced, energetic Deputy Court Administrator-Director of Human Resources with outstanding people skills to manage our dynamic personnel and ensure that our human resources programs and initiatives are effective, efficient, and aligned with the overall Court's objectives. The Deputy Court Administrator-Human Resources Director is under the direct supervision of the Court Administrator and works closely with the Judge and Department Chiefs. This position also plays a significant role in assisting the Court Administrator in preparing and administering all components of the fiscal operations of the Housing Court, including the budget, payroll, and procurement. The HR Director is primarily responsible for assisting the Court Administrator with the overall day-to-day operations of the Court as this individual is the primary contact for all Court employees and others for operational and human resource matters, which includes scheduling, facilities, equipment, technology, and interagency issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION

The following duties indicate the general nature and level of work the Deputy Court Administrator-Human Resources Director performs.   • Update and modernize the Court's on-board process and orientation of new employees to ensure consistency and clarity of the Court's expectations.
  • Implement HR strategies that support the Court’s mission and objectives.
  • Forecast staffing needs and create and implement best practices in recruiting top talent for critical positions with the Court.
  • Support ongoing employee development through continuing learning education and departmental staff-required certifications and recertifications.
  • Review, update and create employee policies, procedures, evaluations, and training that assist in mitigating risks to the Court and staff.
  • Manage the Court's discipline, grievance, and dispute resolution procedures within departments and among staff.
  • Conduct investigations, make recommendations, and represent the Court at personnel-related hearings. Acts as the EEO Representative of the Court.
  • Maintain employee records and court contractual documents with independent contractors.
  • Ensure all employees follow Court’s policies and procedures.
  • Design accountability mechanics and determine employee performance and training needs.
  • Assist Court Administrator with monitoring the Court's budget funds, accounts and approval of fund expenditures, including capital improvements, special projects, payroll, and petty cash.
  • Assist the Court Administrator with the preparation of the annual budget.
  • Research compensation standards and create a comprehensive salary step increase structure.
  • Create and conduct exit interview procedures and policies that ensure employee feedback and statistical information are being captured.
  • Review, update and maintain the Court’s employee and departmental training manuals to ensure consistency and compliance with labor laws and legal requirements.
  • Identify departmental needs and assist with creating and/or editing job descriptions.
  • Manage all human resource activities, including but not limited to recruitment selection and hiring, on-boarding, payroll, timekeeping, compensation, salary administration, job evaluation and analysis, benefits administration, exit interviews, performance evaluations, and employee retention.
  • Works with the City of Cleveland Human Resources Department and other executive branch departments as necessary to conduct the Court's human resource and personnel-related business.
  • Monitor employees' sick, vacation, and compensatory time balances, in conjunction with the Court's written policy Administrator and Department Chiefs.
  • Implement HR strategies that support the court's mission objectives.
  • Design onboarding and orientation of new employees.
  • Forecast staffing needs, create and implement best practices in recruiting top talent for key positions with the court.
  • Supports ongoing employee development through continuing learning and education.
  • Creates policies, procedures, evaluations and training.
  • Acta as the EEO representative of the court.
  • Manages the court's disciplinary, grievance, and dispute resolution procedures. Conducting investigations, making recommendations and representing the court at personnel-related hearing.

Minimum Qualifications

EDUCATION and EXPERIENCE

Bachelor’s Degree in Human Resources, Personnel Management, or related discipline with five years of human resource experience in a high-paced environment required; or any equivalent combination of training, experience, and education may be substituted. Master in a related field and/or Law Degree preferred. Knowledge of courts or experience working in a court environment is a plus.

Must have a Bachelor's degree. Master's degree strongly preferred. Minimum 3 years in HR management role.

  1. Three to five years of relevant work experience.
  2. Exceptional verbal and written communication skills.
  3. High level of proficiency in computer applications, including Microsoft Office programs and other related human resource systems.
  4. Budget management experience.
  5. Knowledge of or ability to learn the Court’s internal software programs such as Advantage, APD, and Kronos to assist with timekeeping and payroll.
  6. Ability to motivate Court staff positively and to continually advance the Court's mission.
  7. Ability to be highly organized, detailed oriented, and promptly prioritize duties.
  8. Excellent leadership, negotiating training, and development skills.
  9. Solid knowledge of all employment laws, legal hiring practices, and procedures.
  10. Maintaining confidentiality and demonstrating discretion in handling sensitive information and data while working with diverse staff.
  11. Strong decision-making skills
  12. Ability to accept responsibility for the effective planning, direction, and control of an activity that may be assigned by the Judge or Court Administrator.
  13. Exceptional interpersonal skills include developing and maintaining effective working relationships and confidence with other administrators, judges, elected officials, other court employees, law enforcement officers, lawyers, outside agencies, businesses, and the general public.
  14. Possess a professional appearance and demeanor at all times.

This position requires working in a typical Court environment. However, occasional contact with angry and/or disruptive individuals may occur, requiring assessing, de-escalating, and appropriately responding to unpredictable, potentially volatile, and high-risk situations. In addition, there may be occasional requirements to work nontraditional hours.

COURT EXPECTATIONS OF EMPLOYEE

The employee selected for this position is expected to model high ethical conduct on and off the job and exhibit a high degree of professional and respectful demeanor with the Court and employees at all times. The person selected must perform duties as the workload necessitates in a timely, accurate, and thorough manner; be conscientious about meeting department productivity standards; and communicate regularly with the Court Administrator about department and staff issues.

The Deputy Court Administrator-Human Resources Director is an at-will employee and serves the Judge's pleasure. The DCA-Human Resources Director is not in the classified civil service system and is not a member of a bargaining unit.
