TAMATISHA TB Project Overview
Led by the Center for Health Solutions Kenya, (CHS), the TAMATISHA, is a five year USAID/Kenya funded program designed to reduce TB incidence and strengthen the management of TB prevention and control efforts throughout the country. The purpose of this program is to support the Ministry of Health (MoH) to control and prevent tuberculosis (TB) in Kenya. This is in line with the USAID Kenya CDCS 2020-2025, Development Objective 1: Key systems such as health, governance and markets are improved, and Development Objective 2: Resilience of vulnerable populations and environments improved.
This award presents a significant opportunity to accelerate progress towards Kenya's End TB targets, building on the firm foundation of USAID TB ARC and TB ARC II. These programs helped the country surpass two key global milestones: the reduction of TB incidence and deaths.
As a sub-recipient to CHS, MSH will serve as a technical lead for: TB pharmaceutical system strengthening (PSS), including lab commodity management, and other health system strengthening areas of need including health financing and conducting organizational capacity assessment for the DNTLD-P. Specifically, MSH’s scope will include, but not necessarily be limited to TB PSS.
POSITION OVERVIEW
The Program Manager will bring his/her expertise in project management, pharmacovigilance, capacity building, resource mobilization, and supply chain commodity management to facilitate successful implementation of the Tamatisha TB Kenya Program. He/She will provide in-country project management oversight and actively participate in hands-on implementation of project activities. He/She will also play a key role in ensuring synergies with other programs and will leverage existing relationships for greater impact. The Program Manager will be the sub-recipient's (MSH) Program Monitor and primary point of contact for the project with the Prime awardee, CHS, and other key partners. In partnership with the Technical Strategy Partner (TSP) and HQ support team, the Program Manager will ensure technical excellence.
This position reports to the Portfolio Director.
MAIN DUTIES & RESPONSIBILITIES
Project Management (30%)
- Effectively engages the key partners, including CHS, the prime awardee, NTLP, county governments, and remains responsive to their requests to ensure alignment during project implementation.
- Ensures efficiency and effectiveness during project implementation. This includes adherence to the project scope, budget and timelines as per the approved work plan.
- Remains informed and knowledgeable of the project environment, the network of stakeholders, constituents, and counterparts, and ensures skillful management of these relationships.
- Works closely with the Senior Global Project Manager in regards to internal coordination and linkages required to achieve technical and administrative management objectives.
- Drafts high quality monthly and quarterly progress reports, and other contractual deliverables, and ensures timely submission to the Prime as per the terms of the Sub-award agreement.
- Works closely with the Finance Manager to ensure timely submission of high quality Monthly and Quarterly Financial reports as per the terms of the Sub-award agreement.
- Supervises and provides guidance to the TB Supply Chain and Pharmacovigilance Technical Advisor.
- Ensures achievements of indicators as described in the Monitoring and Evaluation Framework
Technical Leadership (40%)
- Provide in-country technical oversight and actively participate in activities implantation to achieve the following program objectives:
- Pharmaceutical management systems strengthening for TB
- Enhance data for decision making
- Capacity building for NTLP
- Active drug safety monitoring
- Strengthen post-market surveillance
- Support interoperability of pharmacovigilance reporting system
- Health systems strengthening
- Organization capacity assessment and resource mobilization
- Develop (update and adapt as needed) and execute Monitoring and evaluation framework, technical strategy, annual work plans as per sub-award agreement
- Provide direct technical leadership and technical assistance, at national and county levels not limited to training, for the implementation of the MSH workplan on Tamatisha
- Monitor the quality of technical support provided by MSH team members
- Develop and review quarterly and annual reports
- Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media as may be approved by the Prime awardee.
Project Results Management (25%):
- The Program Manager is responsible for achieving required project results through effective project planning and management, technical advising, administration and oversight, monitoring and evaluation and donor relationship management.
- Holds primary accountability for the achievement of results, ensuring quality of services is maintained at the highest standards, and that all project objectives and deliverables are met.
- Safeguards MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
- Ensure project staffing, structure and reporting relationship are aligned with project needs, local context and available resources.
- Manages and mentors the project team as per MSH policies and guidelines and implements an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
Business Development (5%)
- Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.
QUALIFICATIONS
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION & EXPERIENCE:
- MD, MPH, or master's degree in health related field;
- 8+ years of progressively responsible and related experience in public health program leadership and management
- Relevant and related work experience with international development project management and a public health programming
- Demonstrated successful experience in the management of USAID or other donor projects with a focus on TB prevention and care, and/or pharmaceutical systems strengthening.
- Significant relevant experience in pharmaceutical management systems development and/or supply chain management strengthening in Kenya highly preferred
KNOWLEDGE AND SKILLS:
- Demonstrated subject-matter expertise in technical content related to TB and pharmaceutical systems strengthening and/or supply chain management
- Demonstrated leadership and management skills
- Prior experience and success directing similar or larger donor-funded public health projects
- Clear ability to build and maintain relationships with senior level colleagues, including the Prime Contractor, Ministry of Health officials and the NTLP, NGOs and other donors
- Excellent strategic thinking, conflict management skills, team building and strong communication skills
- Strong interpersonal skills and a demonstrated capacity to lead a team and collaborate with colleagues and partner organizations to achieve results.
- Strong writing and oral presentation skills in English.
- Demonstrated experience in strengthening the capacity of government counterparts
- Proven track record in financial management.
- Background in pharmaceutical systems strengthening and/or supply chain management in the health sector desired.
- Demonstrated understanding and experience managing USAID rules and regulations.
- Ability and willingness to travel for approximately 25% of the time
