OBJECTIVES OF THE PROGRAMME

Design and Implement appropriate security risk management policies and procedures to safeguard the security and safety of staff members, their eligible dependents, WHO assets, operations and enable secured environment for WHO Programmes implementation in the respective country of assignment.

DESCRIPTION OF DUTIES

Under the direct supervision of WHO Representative, the incumbent will perform the following, and other related responsibilities as required by the needs of the office. 

  • Advise the incident manager and the Head of the WHO Office on maintaining the safety and security of WHO Personnel, premises and assets incompliance with UNSMS and WHO Security Management Policies and Principles. 
  • Provide the head of the WHO Office with independent analysis of emerging security threats to WHO personnel, operations, premises and assets, by monitoring the security situation across the country and coordinating and undertaking security risk assessments for the country officer and suboffices. 
  • Propose, develop, and oversee the implementation of risk management, and contingency plans, and recommended standard operating procedures (SOPs).
  • Ensure that the country office, as well as the suboffice, have an acceptable level of compliance with Minimum Operating Security Standard (MOSS), and SRMM; monitor the implementation of the technical security measures outlined in the Security Plan, MOSS, and SOPs; and ensure staff members' adherence to security measures and guidelines. 
  • In cooperation with the data team and the filed coordinators, design an effective system to track WHO staff and responders throughout the country, including to enable field coordinators to update staff, consultants, partners and dependents present at their respective field locations. 
  • Identify proper accommodations, with adequate security measures for all staff and responders, ensuring their safety and well-being. 
  • Increase the security awareness of, and conduct training for, all WHO staff, contractors, eligible dependents, and eligible partners in accordance with WHO Policies and UNSMS Standards, including briefing them on radio communication, convoy, security and evacuation procedures and other security issues and precautions to be taken. 
  • Facilitate the operationalization of rapid alert system for relevant and real time information and updates about the prevailing security situation; in close coordination with the logistics's team ensure that all deployed staff and responders are provided with standard communication equipment upon arrival. 
  • Ensure WHO's participation in the United Nations Security Cell, establishing/maintaining contact with all relevant national authorities, including national security agencies as appropriate. 
  • Supervise and guide the local security officer, assistant(s) or other assigned personnel

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Political or social Science, business or public administration, psychology or international relations with training or certification is security management. Alternatively, a military of police academy degree (at officer level)equivalent to advanced university degree. Formal Training in security risk management. Training and/or specialization in the military, police or other security areas.

Desirable: N/A

Experience

Essential: Atleast 7 years of experience relevant to the security management with some it ofit obtained at the international level. Experience in training and guiding staff on security issues. Previous experience of working in an emergency, conflict/post-conflict/crisis environment.

Desirable: Demonstrate working experience in security Management within the UN System, non governmental organizations or private sector. Some of theabove-listed experience to have been obtained in an international context.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2378 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
