The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a visionary human resources professional who is a highly skilled leader to serve as our next HR Transformation Director (DOT Executive VI). As HR Transformation Director and a key member of our team, you will be tasked with leading HR change initiatives, enhancing HR processes, and implementing digital solutions to drive efficiency and effectiveness. The HR Transformation Director will oversee the implementation, maintenance, and optimization of MDOT's HR strategic direction. This role ensures HR technology aligns with business objectives, enhances workforce management, and improves operational efficiency for the optimal user-friendly employee experience.
The HR Transformation Director will be responsible for complete oversight of Organizational Development, Talent Management, and Workforce Development. The position assesses MDOT's needs regarding business operations, operating support, and system training to determine the modification of the HRIS. The selected candidate will foster a culture of continuous learning, change readiness, and workforce innovation across MDOT’s Transportation Secretary’s Office (TSO) and Modal Administrations. This role presents a unique opportunity to shape MDOT’s workforce strategy, ensuring a sustainable, skilled, and agile workforce to support the agency’s long-term mission.
In this dynamic role, you will:
The HR Transformation Director will report directly to the Chief of Equal Employment Opportunity and People Management.
This vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Preferred Qualifications:
Education: A bachelor's degree from an accredited college or university in Human Resources, Business Administration, Organizational Development, or related field.
Experience: Seven (7) years of progressive HR leadership experience managing large programs and/or projects. Three (3) of the required years must include lift and shift upgrades experience, policy rewrite and overhaul experience, and/or developing and implementing large scale organizational development and training projects.
