HealthPartners is currently hiring for a hands-on Senior Manager, IT Web and Mobile Development. The individual in this role effectively manages resources across various roles, development activities, and Web & Mobile projects. They collaborate with IS&T Management and Leadership to ensure alignment with HealthPartners' goals and strategies, while also ensuring compliance with security and infrastructure standards. This person develops, manages, and mentors multiple development teams, ensuring their services meet organizational needs. They participate in projects and programs that span across technologies and Business Partners. Additionally, they provide input into IS&T Web & Mobile plan strategies and long-range planning. This role also identifies and drives continuous improvement and modernization of technologies and platforms, partnering with Web & Mobile leadership across IS&T, Web business planning, and Marketing (UI/UX/Content/SEO).

This is a hands-on Senior Development Manager role, overseeing a team of 14 to 20 staff members, including developers and quality engineers, divided into two product teams. These teams are responsible for developing and implementing technical solutions that support the HealthPartners health plan and serve both internal and external customers. The role ensures seamless execution while fostering a culture of innovation and collaboration. It involves close collaboration with stakeholders to align technical initiatives with business objectives, drive continuous improvement, and enhance the organization’s engineering capabilities through resource optimization and technical excellence.

  • Oversees engineering agile work, ensuring successful delivery within scope, budget, and timeline.
  • Provides technical leadership, guiding the team in best practices, optimizing development processes, and resolving technical challenges.
  • Contributes to solution design and architecture, collaborating with product teams, architects, and senior engineers.
  • Collaborates with product partners —including business leaders, clients, and partners—to gather requirements, clarify expectations, and align priorities.
  • Establishes and enforces quality assurance processes to ensure the delivery of high-performing, reliable solutions.
  • Champions continuous improvement by identifying opportunities for enhancement, refining processes, and optimizing development workflows.
  • Leads two teams of engineers, providing mentorship, fostering professional growth, and ensuring team effectiveness.

Required Qualifications:

  • Bachelor’s degree or eight (8) years equivalent experience
  • Ten (10) years IT Management Experience with direct staff administrative responsibilities
  • Five (5) years managing Large to Enterprise-wide Web solutions.
  • Application development experience using Agile methodology and modern cloud architecture.
  • Budget Management experience; including variance management.
  • Negotiation and Arbitration management experience
  • Effective communication expertise, written and orally.
  • Demonstrated ability to work closely with Business Partners
  • Demonstrated ability to manage effectively in a rapidly changing environment.
  • Recent, relevant experience with Service Oriented Architecture (SOA) and the deployment of production solutions that utilize SOA in cloud platforms.
  • Recent, relevant experience with Mobile device application development, deployment, and support

Preferred Qualifications:

  • Five (5) years Heath Care Industry experience
  • Experience with Java, Spring Boot, OpenShift, Kubernetes, DevSecOps practices, CICD pipelines, GitHub, GitHub Actions, and Tekton/Argo.
  • ITIL Foundations
  • Formal project management training and recent, relevant experience
  • Experience with Adobe Experience Manager and related products
  • Experience planning and participating in Disaster Recovery scenarios.
  • Experience leading Managers and/or Supervisors.
  • Experience with Microsoft Dynamics

Hours/Location:

  • M-F; Days
  • Hybrid – 2-3 days per week in office

Responsibilities:

  • Manages and leads Agile software development teams; planning, assigning, and directing deliverables.
  • Schedules resources for projects and supports activities to ensure effective use of available resources and skill levels amongst the multiple roles and skillsets needed.
  • Manages and leads 1 or more Supervisor or Manager.
  • Mentors staff, trains staff and provides performance reviews; enabling professional growth.
  • Addresses disciplinary problems, appraises performance, and resolves conflict.
  • Initiates and/or collaborates with Business Partners to propose new or enhanced systems, recommend solutions, and define project scope and requirements.
  • Ensures alignment of projects with available resources as well as with departmental and organizational priorities.
  • Actively plans for and participates in all applicable steering committees.
  • Partners with IS&T application management, technical services management, architects, and IS&T specialists to define and implement software development infrastructure and standards.
  • Ensures projects are planned, coordinated, and managed effectively; enabling and overseeing staff project management deliverables.
  • Manages the development and implementation of new web applications, systems software and enhancements to existing web applications or services.
  • Plans and coordinates regularly scheduled releases which may include new applications as well as changes / enhancements to existing applications.
  • Manages the ongoing support of existing web applications or services.
  • Ensures that support activities are closely coordinated with development and enhancement activities to ensure effective use of available resources.
  • Initiates and/or partners with Business Partners to propose new or enhanced systems; recommends solutions and priorities to the Web & Mobile Sr. Leadership and stakeholders.
  • Reviews and approves all system installations, operational changes, and securities to ensure compliance to all corporate and legislative controls.
  • Coordinates within IS&T and Technical Infrastructure Services to ensure system quality, integrity, recoverability, and security. Actively participates in system usage / performance monitoring and capacity review and planning activities.
  • Utilizes metrics to develop processes and procedures to improve operational efficiencies; provides reporting, trending, and consultation to IS&T Senior Leadership.
  • Assures areas of responsibility are financially managed; monitoring expenditures, managing monthly account variances, preparing annual budgets, and assuring effective and efficient use of budgeted funds.
  • Creates requirements and RFI’s, evaluates, and recommends vended solutions from 3rd parties.
  • Partners with IS&T Compliance and IS&T Security Management to ensure controlled and secure systems and data processing.
  • Reviews and approves changes to production environments.
  • Performs other duties as assigned.
