Position overview:

The Strategic Partnerships Contract Manager is a senior member of the Technology Transfer and Strategic Partnerships (TT&SP) Office in the organization of the Deputy Director for Science and Technology of SLAC. The Strategic Partnerships Contract Manager reports to the director of TT&SP and with limited supervision leads the execution of the SLAC portfolio of proposals and agreements with federal (non-DOE) and non-federal entities. Partners with senior leaders within SLAC, Stanford University, the DOE Site Office and the broader DOE complex to identify strategy and develop and implement contractual frameworks and processes that streamline the engagement of strategic partners across SLAC’s and across the national labs’ unique capabilities and expertise. Applies sponsor knowledge and negotiation acumen to complete complex partnerships agreements in an effective and timely manner. Champions a data-driven approach towards process improvement and identifies and implements appropriate systems and metrics.

The Strategic Partnerships Contract Manager is expected to have significant knowledge and experience in sponsored research administration and agreements negotiation within the DOE complex. As the SLAC leading expert is expected to ensure training and talent development of staff in this function. The role interfaces with a wide array of stakeholders while navigating and bringing to resolution complex issues; therefore, proven relationship management, strong communication and negotiation skills are of paramount importance in addition to subject matter expertise.

Your responsibilities include:

  • Supervise staff and provide leadership to achieve goals and vision. Provide career coaching and development of direct reports.
  • Conduct comprehensive analysis, negotiation, and administration of major complex agreements including sensitive agreements.
  • Identify contractual and policy issues, including those related to changes in sponsor policies, federal regulations and laws, raise issues to appropriate university officials, and SLAC senior management; identify solutions, and provide follow through until resolved.
  • Apply expert knowledge to recommend solutions that impact university-wide policies and strategy related to research administration, sponsored projects and research-related agreements. Serve as a campus-wide subject matter expert for sponsored projects agreement and administration related matters.
  • Assess SLAC needs to formulate and implement ideas for more effective client service; conduct critical analysis of existing systems and processes and identify and implement enhancement opportunities.
  • Provide campus-wide subject matter expertise and resources for developing and delivering campus-wide training on sponsored projects and agreement-related topics to co- workers, faculty, staff, clients and other Stanford offices.
  • Develop and track performance metrics for the strategic partnerships proposals and agreements portfolio.

To be successful in this position you will bring:

  • Bachelor's degree and ten years of relevant experience, or combination of education and relevant experience.
  • Advanced understanding and experience in sponsored research administration, agreement negotiation and regulatory issues pertaining to sponsored programs, including extensive experience successfully negotiating complex issues pertaining to sponsored and research-related agreements with all sponsor types including industry, non-profit, government and higher education.
  • Expert analytical and problem-solving skills to review and analyze complex information; excellent judgement and common sense required.
  • Advanced, excellent oral and written communication and presentation skills to clearly and effectively communicate information to internal and external audiences, client groups and all levels of management.
  • Ability to collaborate effectively with a wide range of faculty, staff, and university leaders.
  • Ability to exercise influence, solve problems, think creatively and resolve conflicts.
  • Leadership, supervisory, planning and change management skills.
  • Advanced project management skills.
  • Ability to work efficiently and effectively in a complex university administration; understanding of the structure, purpose, functions and objectives of research and sponsored projects administration at Stanford.

In addition, preferred requirements include:

  • Advanced degree in business or contract law.
  • A minimum of five years in research contracts negotiation role within a DOE national laboratory. Experience within a DOE contractor or other federal agency contractor setting is also acceptable.
  • Prior experience in business process design to manage workflow and compliance of sponsored research activities.

The expected pay range for this position is $180,000 - $210,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
