Purpose of role:
PMO staff are responsible for the support of planning and monitoring the delivery of projects to meet agreed deliverables, scheduled timeframes and allocated budgets.

This is primarily a non-client facing, -execution and support oriented role. For larger and complex projects, the Project Management Officer may also have client contact.

As Project Management Officer you form the connecting link in the current projects. You support project managers in all activities that occur. Within your team, the standards are monitored, best practices are maintained and planning and execution are provided. Your focus is on operational, reporting and administrative aspects.

  • You analyze the project portfolio and quality and timeliness of the project administration and report on progress, capacity, issues and risks to (project) management;
  • You support the project leaders in the field of tooling, methodologies and compliance with processes
  • You proactively contribute to the development of the Project Management Office;
  • You manage the risk, opportunity and issue register, challenge the project leaders in these areas and facilitate risk sessions;
  • You ensure that the change process is complied with;
  • You manage project files, in connection with tender management and contract management for this project everything needs to be properly documented;
  • You facilitate the timely and correct administration in Planview and IBPM;
  • You provide insight into the progress and status of the project;
  • You proactively provide insight into the performance of the departments KPI’s;
  • You plan the resources on projects ensuring optimized resource utilization.


  • Execute project administration and support to (3 to 5) Project Managers and Portfolio managers (may also support Functional Consultants who fulfill the role of Project Lead) working on big and complex implementation projects;
  • Support and unburden Project Managers and Portfolio Managers for the purposes of achieving project outcomes, by performing routine and more complex administrative duties (tooling, methodologies and compliance with processes);
  • Ongoing responsibility, contribution to, and compliance with the ADP Project Management Methodology;
  • Manage Capacity Planning.
  • Performs and collects data analysis, compiles statistics, information and reports as required for Project Managers, Portfolio Managers and Management for managing day-to-day operations as process and project improvements;
  • Reviews quality and completeness of project administration and assists Project Managers and Portfolio Managers in increasing the administrative quality and completeness;
  • KPI Reporting (time, effort, scope, Net Promoter Score (NPS), capacity).
  • Anticipates business and regulatory challenges, recommendation of process and/or service improvements;
  • Maintain expertise knowledge of templates and processes and ensures that needed updates / improvements are done;
  • Develops new standards within Project Management Processes;
  • Contribute to ongoing improvement cycle of implementation process and ensuring it is aligned with best practices, and utilizes clear standards and templates.


  • Bachelor’s degree or its equivalent in education and experience
  • Formal Project Management qualification appreciated (i.e. Agile, Prince2)
  • 5+ years Project administration experience in IT and/or Payroll/HR Industry
  • Excellent knowledge of MS Word, MS Excel, MS Powerpoint and document management systems
  • Knowledge of Planview and / or IBPM is preferred
  • Must have excellent communication (verbal & written) skills in Dutch and English,
  • Multi-tasker, self-starter, positive-critical, result-oriented and service-oriented, communicative, accurate and structured
