Summary

The Executive Vice President, Risk & Supervision represents the association and advocates its policy positions regarding regulation and legislation primarily before financial regulatory agencies, and Congress. Internally, the Executive Vice President manages and oversees the Risk and Supervision group within the Government Relations team for ICBA, which includes Capital, Accounting & Finance Policy; Operations, Payments Policy; Housing and Consumer Finance Policy; BSA/AML; Cyber: and Consumer Protection Policy.

The Executive Vice President Risk & Supervision also supervises Risk and Supervision policy staff and serves as co-staff liaison to the ICBA Safety and Soundness Subcommittee. The position reports directly to the Senior Executive Vice President, Chief of Government Relations and Public Policy.

Responsibilities

  • Analyze bank/securities regulatory proposals and policies primarily in the areas of safety and soundness (e.g., deposit insurance issues, regulatory restructuring and TBTF, risk management, corporate governance issues, credit unions and capital requirements). Work with association members to formulate association positions.
  • Oversees Capital, Accounting & Finance Policy; Operations, Payments Policy; Housing and Consumer Finance Policy; BSA/AML; Cyber: and Consumer Protection Policy.
  • Provide subject matter and technical expertise to assist legislative efforts, including legislative analysis, drafting legislation, preparation of testimony and participation in meetings.
  • Represents and communicates ICBA positions in industry forums and speaks at industry conferences.
  • Stay abreast of regulatory, legislative, operational, and market developments in areas of responsibility.
  • Serve as liaison with bank regulatory agencies, the SEC, the PCAOB, and the NCUA on a wide variety of banking and regulatory issues.
  • Recommend and participate in the formulation of ICBA strategies, goals and objectives and related policies.
  • Serve as Co-Staff Liaison to Safety and Soundness Subcommittee and manage committee activities, including preparing meeting agendas and briefing materials.
  • Respond to banker and press inquiries.
  • Write articles for ICBA publications on regulatory developments.

Qualifications

  • Bachelor’s degree required, law degree preferred.
  • At least fifteen years of related experience in the financial services industry or with a bank regulatory agency, trade association, or law firm.
  • A minimum of five years managing a team.
  • Proven ability to think strategically and work in collaboration with others to produce effective results.
  • Ability to analyze policies and effectively communicate to various audiences in multiple formats.
  • Strong interpersonal skills.
  • Ability to effectively manage multiple projects.
  • Expert knowledge of financial services law and regulation.
  • Ability to travel.

Compensation and Benefits

The target annual salary range for this role is currently $225,000 to $275,000 based on a regular, full-time schedule. The amount of compensation offered will be determined by several factors, including but not limited to experience, qualifications, market data and internal equity. Total compensation includes a comprehensive healthcare benefits package (medical, dental and vision), 401k plan company match contribution, and an annual performance bonus.
