The Department
The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.
The Position
Office Systems Support Analyst I - Under general supervision, coordinates and monitors the progress of office systems network projects from analysis through implementation, including local area network analysis and installation; performs systems analysis and provides technical assistance to other office systems positions to support multiple user departments and agencies. This classification differs from the Office Systems Support Analyst II in that it will hold primary responsibility for interfacing with user departments to establish the appropriate objectives for developing network strategies, as needed for those departments. It is also the primary interface with network consultants, hardware, and software network vendors. The OSSA II is the journey level for the series and has responsibility for directing all facets of a project, which, in itself, may encompass several systems and/or user departments.
Office Systems Support Analyst II - Under direction, coordinates and monitors the progress of office automation projects including local area networks from original analysis through final implementation. Performs high level systems analysis and provides technical assistance to other technical resources supporting and coordinating related responsibilities and tasks of the Server and Desktop Support Services section of the Information Technology Services Department (IT Service), Technical Services Division. This position will hold primary responsibility for interfacing with customer departments to establish the appropriate objectives for developing new, or enhancing existing, personal business computer-based office systems. It is distinguished from the OSSA I in that work is completed more independently and the position has responsibility for directing all facets of a project, which, in itself, may encompass several systems and/or user departments.
The Ideal Candidate
The ideal candidate will have experience working within a large and diverse environment of business stakeholders, managing changes in the delivery of technology related to enterprise systems, including applications and systems infrastructure, and project/task execution within a public safety environment. Experience should include solid knowledge of hardware and software troubleshooting, replacement and deployment, Office 365 (O365), ServiceNow or comparable enterprise service management systems), current Windows operating systems, desktop automation/deployment products, Active Directory administration, biometrics, personal computers, laptops, tablets, and phones (as they relate to a networked office environment), current Windows server operating systems, virtual servers and desktops, and exceptional customer relations skills that includes timely follow up and a demonstrated ability to communicate professionally in both verbal and written form.
Payroll Title: Office Systems Support Analyst I/II
The Office Systems Support Analyst I/II position is represented by the Service Employees International Union (SEIU), Local 721 and is eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department. There is currently one (1) Regular, Full-time vacancy.

EDUCATION, TRAINING and EXPERIENCE
Office Systems Support Analyst I- Some experience in systems networking which has led to the acquisition of the required knowledge and abilities with specific experience with personal computers, servers and the analysis and design of local area networks.
The required knowledge and abilities also can be obtained by high school and/or college coursework in local area network installations and analysis of computer systems, at least three years of experience working with personal computers and servers and a minimum of one year of analysis and design of local area networks.
Office Systems Support Analyst II - Any combination of education/training/experience which has led to the acquisition of the above knowledge, skills, and abilities with specific experience with personal computers, servers and the analysis and design of local area networks.
The required knowledge and abilities also can be obtained by high school and/or college coursework in local area network installations and analysis of computer systems, at least four years of experience working with personal computers and servers and a minimum of two year of analysis and design of local area networks OR 1 year as an Office Systems Support Analyst I with the County of Ventura.

SUPPLEMENTAL QUESTIONNAIRE - qualifying

APPLICATION EVALUATION - qualifying

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.
ORAL EXAMINATION – 100%:
A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
BACKGROUND INVESTIGATION: A thorough post offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position.
