POSITION DETAILS

The Office of the Senior Vice Chancellor (SVC) for Human Resources and Labor Relations at The City University of New York (CUNY) oversees the development and administration of policies and standards that guide the University’s Human Resources and Labor Relations functions supporting 26 colleges and schools across the five boroughs of New York City. This office is also responsible for strengthening and implementing policies that enhance the University’s commitment to equal opportunity. The Office of the SVC oversees the departments of payroll, benefits (including workers’ comp and unemployment), campus resources (including civil service, professional development & learning, and HR advisory), workforce planning, labor relations, program management and Central Office HR.

Reporting to the Executive Vice Chancellor and Chief Operating Officer, the SVC for University Human Resources and Labor Relations is the University system's Chief Human Resources and Labor Relations officer. The SVC serves as the Chancellor's representative in all internal and external negotiations regarding instructional and non-instructional Human Resources matters, including negotiation of collective bargaining agreements. They work collaboratively and serve as a resource to the University Presidents in coordinating and implementing University-wide human resources and labor relations policies. The SVC plays a key role in the ongoing re-engineering and automation efforts across all HR operational functions, including time and leave, payroll and benefits administration, and performance management. This office will also play a key role in the effective implementation of a new Human Resources Information System (HRIS) to replace the current PeopleSoft system, CUNYfirst.

The SVC oversees a staff of 100+ employees in University Human Resources and Labor Relations, is a member of the Chancellor's Cabinet, serves as one of the trustees of the PSC-CUNY Welfare Fund, and serves as staff to the Board of Trustees' Committee on Finance and Administration. Members of University Human Resources and Labor Relations meet regularly with such campus groups such as Human Resources Directors, Labor Designees and the Administrative Council. While performing all responsibilities, the SVC actively fosters a climate of inclusiveness, professionalism, and civility towards CUNY’s entire population.

As Senior Vice Chancellor for Human Resources and Labor Relations, this position:

  • Provides inspiring, ethical, and effective leadership to advance University Human Resources and Labor Relations in a manner that serves as a model for professional competency, teamwork and innovation and accelerates progress in the achievement of its strategic goals and operational priorities.
  • Promotes continuous improvement; leads efforts in developing initiatives to reform and streamline current business processes and creates efficient workflows as well as evaluates and updates policies, procedures and practices; mentors and models a customer-oriented culture of care.
  • Promotes best and emerging practices across the University and assists campuses in the interpretation and operationalization of policies and implementation of the corresponding processes.
  • Develops best practices to address and support CUNY’s future growth and changing workforce.
  • Provides consultative guidance on HR and Labor Relations policies and procedures supporting the college-based HR professionals and Labor Designees.
  • Creates an environment of professionalism, respect, and civility towards all employees and stakeholders.

NOTE:

Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum:

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

Notwithstanding the foregoing all applicants for this position must possess the following qualifications:

  • Advanced degree in human resources, labor relations, management or a related discipline
  • A minimum of 10 years of progressively responsible Human Resources leadership experience, with at least three years in a senior leadership role, in higher education, non-profit or other large, complex, heavily unionized organizations.
  • Demonstrated strength in organizational skills with the ability to independently establish plans and successfully execute multiple responsibilities and initiatives with conflicting priorities and concurrent deadlines in a dynamic environment.

Preferred:

  • A record of significant achievement in managing human resources and labor relations in a complex organization, with substantial experience in and knowledge of collective bargaining, payroll operations, health and welfare benefits, classification and compensation and workforce planning.
  • Executive skills and expertise to manage the human resources and labor relations portfolio with efficacy, strategic vision and intellectual vitality.
  • Knowledge of Federal, New York State and New York City employment and labor laws, including civil service laws and practices.
  • Experience working effectively and collegially within a large, complex university system and negotiating with a wide range of constituencies within an environment of shared governance. 
  • Experience with ERP systems; Workday preferred. 
  • Demonstrated commitment to a service-oriented approach in HR leadership.
  • Strong negotiation, mediation, consultation, presentation and group facilitation skills with experience presenting to a wide variety of audiences.
  • Strong critical thinking and financial analysis skills with experience analyzing data and budgets to drive decision-making.
  • Exemplary judgment and ethical standards, analytical acumen, superior problem-solving skills, decisiveness and ability to deliver timely advice.
  • Demonstrated ability to influence people and establish positive working relationships across the University. 
  • Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and handle various situations.

COMPENSATION AND BENEFITS

The salary range is $300,000-330,000, commensurate with qualifications, education and experience.
