Technical Services provides in-house consultancy to DIO and the wider MOD, the specialist skills available through the Technical Services team span Construction, Engineering, Health and Safety, Safety Systems, Environmental Management, Sustainable Development, Access and Recreation, Historic Environment and Natural Environment.

Job description

Working within the Health and Safety Policy and Assurance Team, the Construction Design and Management CDM Safety Lead is responsible for supporting and assisting the Chief Environmental and Safety Officer (CESO) to oversee CDM TLB compliance with CDM legislation and agreed Defence Policies, Regulations, and functional standards in DIO.

Working collaboratively with the H&S Team to deliver a co-ordinated assurance programme, developed in collaboration with stakeholders, with the primary aim of identifying non-conformances and maximising opportunities for improvement and driving up standards.

Lead with updating and review of CDM policy within the DIO Safety Management System.

Support relevant assurance programmes (gateway reviews, desktop assurance checks), assuring and verifying documentation and evidence, providing feedback.

Undertaking site visits, assuring activities against Health & Safety / Construction Design and Management (CDM) Regulation requirements, giving feedback for corrective actions and positives

Reporting on compliance and performance levels to the relevant Functional Lead, escalating as required when non-compliances are identified, and supporting teams to ensure appropriate action is taken to reach a sound resolution.

Ensure that accidents and incidents are reported and investigated as appropriate, ensuring that learning points are identified, and lessons learned are acted upon.

Identify risks that have the potential to have a major impact on defence, and escalate up the governance chain, through line management, as relevant.

This post has a National remit and therefore a certain amount of travelling is inherent and expected in the post.

Person specification

As the DIO CDM Safety Lead you are required to have the following experience and qualifications:

Essential:

  • Minimum of 2 years relevant Health & Safety experience in construction
  • Expert practical knowledge of the CDM Regulations, Designer’s duties & the Building Safety Act
  • Expert knowledge of legislation and best practice in relation to Infrastructure asset management

Desirable:

  • Construction–related Health & Safety Qualification (SMSTS)
  • Project Management Qualification

Licences

UK Driving Licence- Site visits will be required

Qualifications

NEBOSH National Diploma or equivalent

Memberships

Membership of IOSH or equivalent

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Allowances

The post does not offer relocation expenses. 

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period. 

Employment Hours

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
