Description

ICF seeks an experienced Program Director to lead the program management team for large-scale Disaster Recovery work in Puerto Rico.  This person will be responsible for ensuring our programs are positioned to optimize disaster grant resource allocation, build strong solutions for Puerto Rico, and provide strong risk management.   This person must be fully bi-lingual and experienced with Puerto Rico’s government, economy, businesses, and culture. 
 
Responsibilities include:
  • Managing multi-million dollar disaster recovery projects at the executive level
  • Being the direct interface with a high-level officials and other client partners
  • Supervising a dynamic staff of direct reports, creating opportunities for growth
  • Managing multiple sub-contractors simultaneously
  • Serving as a technical expert on Disaster Recovery programs to lead the client’s response
  • Ensuring the delivery of timely, effective and high-quality results to support the disaster recovery effort
  • Managing and tracking complex project plans/controls, budgets, schedule maintenance, teams and other resources  to include risk-mitigation strategies
  • Serving as the key project interface with the Client and ICF leadership, delivering updates on milestones/challenges and using data driven reporting and analysis inform results
  • Ensuring all laws, rules, policies, procedures, and regulatory requirements are met

 

 

Qualifications

Qualifications and Experience Needed:
  • Prior experience managing large-scale disaster recovery projects at the executive level with at least 3+ years in a similar Project Management role and at least 15 years of overall experience
  • Professional reputation for consistent excellence in delivering upon client commitments, ensuring effective program and project quality review processes, and driving a customer satisfaction culture
  • Experienced with Puerto Rico’s government, economy, businesses, and culture and fully bi-lingual in English and Spanish
  • Demonstrated success managing complex cross-functional teams to complete challenging project deliverables
  • Leader with strong written and verbal communications, emotional intelligence, critical thinking skills and strong integrity and ethics
  • Ability to drive organizational capability, motivate teaming partners/staff to ensure high levels of engagement
  • Valid Driver's license and ability to have reliable transportation
  • Ability to reside in Puerto Rico for long-term assignments and with flexibility to travel
  • Bachelor's degree required, Master’s degree preferred
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software)
