The posted salary range budgeted for this position is between $5,521.58 and $7,288.58 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state position’s classification salary group. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role. 

Position Overview

This position will serve as the Texas Student Data System (TSDS) Product Owner for assigned TSDS data collections and for future initiatives in the Customer Relationship Division for the Office of Information Technology at the Texas Education Agency. This role is critical for improving school outcomes by supporting TSDS, which is the principal data collection system for the state of Texas public school system, including products for state and federal data reporting requirements.

This position performs advanced (senior level) computer systems analysis work for the TSDS data collections and is responsible for the oversight of software changes for assigned TSDS data collections. This body of work involves the planning, prioritization, analysis, monitoring, and configuration of critical features of the system and the effective mentorship of others; and requires a comprehensive understanding of user requirements, design, and technical implementations to ensure the customer needs are met.

This position works under minimal direction with considerable latitude for the use of initiative and independent judgment. The TSDS Product Owner will provide leadership, training, testing, support, and guidance to the TSDS Product Owner team; and will plan, assign and/or supervise the work of others.

About Office of IT

The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas’ 5 million-plus students.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 

1. PRODUCT OWNERSHIP: oversees the planning, design, development, implementation, testing, support, and maintenance of the Texas Student Data System (TSDS); serves as a product owner of one or more TSDS applications to prioritize and provide business guidance on software changes to satisfy customer and agency needs

2. SYSTEM ANALYSIS: coordinates with stakeholders to identify system requirements, develop implementation strategies, and solve complex problems for TSDS data collections to ensure stakeholder requirements are met; coordinates and/or tests and diagnoses TSDS applications to ensure the quality of TSDS data submissions

3. DATA ANALYSIS: effectively understands the Texas Education Data Standards (TEDS) to provide technical direction and business guidance prior to the implementation of software changes as a result of legislative mandates, system/data standard upgrades, or stakeholder requests

4. COMMUNICATION: effectively communicates with internal and external stakeholders to include the development, review and/or approval of assigned TSDS training materials, support resources, presentations and governance proposals as a result of legislative mandates or stakeholder requests; conducts internal and external presentations to the project stakeholders

5. TECHNICAL SUPPORT: coordinates and/or participates in the User Acceptance Testing (UAT) of system requirements to ensure the needs of TSDS stakeholders are met; provides advanced troubleshooting and analysis to effectively provide tier 3 technical support to our customers through the TSDS Incident Management System (TIMS)

Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university IN Computer Science, Computer Information Systems, Management Information Systems, Business Administration or a related field. 
  • Experience: At least five [5] years of experience in systems analysis and design work 
  • Substitutions: Education and experience may substitute for one another on a year-for-year basis

Other Qualifications

  • Proven experience in scheduling, testing, installing, implementing and troubleshooting software solutions 
  • Possesses functional knowledge of Agile methodology for software development and a high-level understanding of data querying and SQL 
  • Experience with Jira and/or other Application Lifecycle Management (ALM) tools
  • Proficient knowledge of the Ed-Fi methodology and data standard, including JavaScript Object Notation (JSON), Application Program Interface (API) and Extensible Markup Language (XML) data sets
  • Exceptional skill in coordinating, analyzing and solving complex problems with rapidly changing information and processes
  • Ability to effectively make decisions daily and escalate to management, when necessary 
  • Proven skill organizing, scheduling, and leading meetings
  • Demonstrates exemplary written and oral communication skills to support and train technical and non-technical users
  • Works well under pressure making responsible decisions using superior project and time management ability
  • Available to work in remote and in-office environments and work outside the normal work hours to accommodate other duties or tasks assigned
