Org. Setting and Reporting

This position is located in the UNODC Country Office in Pakistan (COPAK), with duty station in Islamabad, Pakistan, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision and policy guidance of the UNODC Representative in Pakistan, and in close consultation with relevant UNODC Branches at UNODC headquarters Vienna, Law Enforcement Experts in other UNODC Field Offices or Programmes, and other relevant international stakeholders, such as the Secretariat of the International Narcotics Control Board (INCB). Responsibilities

The incumbent will be responsible for advising and supporting the Representative on strategic and operational direction and developments of UNODC’s cross-cutting interventions in West and Central Asia and elsewhere under the Sub-Programme 1 portfolio on Counter- Narcotics, Trans-national Organized Crime (TOC) and Border Management (BM). Within assigned authority, the Adviser (Transnational Organized Crime and Border Management) will undertake the following specific duties: • Provide technical support to ongoing Sub-Programme 1 activities under the framework of UNODC COPAK’s Pakistan Country Programme III (2022-2025), including the substantive areas of narcotic drugs and precursor control, countering challenges and crime related to trafficking in persons and smuggling of migrants (TIP & SOM); undertaking measures to enhance Pakistan’s border management; strengthening forensic capacities; and supporting law enforcement capacity-building. • Provide specific technical guidance and support to a Fusion Centre initiative under SP1 that seeks to strengthen operational work on Counter Narcotics in Pakistan. • Work with counterparts to review the overall focus and strategic direction under Sub-programme 1 and prepare project ideas and proposals that align with counterpart priorities and the UNODC Pakistan Country Programme III (2022-2025). • Act as a technical expert to UNODC COPAK’s Representative for coordination of Sub-Programme 1 and supervise the related programme/project activities. Provide substantive input to the implementation and further development of the Sub-Programme 1; promote international and regional cooperation in related matters; advise the Government of Pakistan (GoP) and other concerned regional government counterparts on TOC and Border Management in the context of developing and implementing UNODC’s regional and global strategies. • In partnership with UNODC COPAK management team, develop, implement and monitor internal UNODC systems and processes to deliver UNODC COPAK’s Country Programme efficiently. • Supervise the collection of information on TOC and border management issues in Pakistan and the wider region; ensure ongoing monitoring of the priority needs of the GoP for addressing TOC and border management more effectively. • Provide substantive and financial monitoring and reporting on Sub-Programme 1’s projects implementation, report on progress and challenges; contribute to periodic project progress and budgetary reports and other required documents; and ensure that Sub-Programme 1’s project implementation and financial management comply with UNODC rules, regulations and standards. • Provide advisory services to and engage with the GoP stakeholders to coordinate the efficient delivery of UNODC outputs in close partnership; and undertake periodic policy consultations. • Advise the UNODC COPAK Representative on the GoP’s relevant priority needs and to identify opportunities for UNODC to assist, including opportunities in relation to mobilizing resources. • Engage with donor stakeholders to ensure coordination of plans and activities; organize resource mobilization activities, such as donor briefings and presentations or joint donor events with relevant internal stakeholders; design and develop concept notes, funding proposals, donor briefs and reports with a focus on the Sub-Programme 1 needs and requirements. • Provide expert support in the development and strengthening of GoP’s technical capacity in counternarcotics (drugs and precursors control). • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as may be required.

Education

Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, business administration, public administration, political or social sciences, economics, international relations or other related fields equivalent to UNODC’s work is required. A first-level university degree in the aforementioned fields in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Work Experience

A minimum of seven years of progressively responsible professional work experience at the international level, focusing on border management, drug control, law enforcement and/or organized crime is required. Experience in project/programme planning and management in a relevant field at the national or international level is required. Work experience in policy, planning and managing international development or technical cooperation programmes is required. Work experience in national and/or international organizations related to capacity development focusing on law enforcement, drug and/or crime prevention and control is desirable. Work experience in strengthening capacity of law enforcement agencies in coordination, networking and real time operations is desirable. Experience within the United Nations system or similar international organization including experience with programme policies, guidelines and procedures is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of language(s) spoken in the region are an advantage. Knowledge of another United Nations official language is an advantage.
